ต่อมาสำนักงานป่าไม้เขตพิษณุโลกได้มีหนังสือที่ กษ 0725.07/5819 ลงวันที่ 11 สิงหาคม 2536 เรื่องขอจัดตั้งวนอุทยานแห่งชาติภูสอยดาวเป็นอุทยานแห่งชาติภูสอยดาว ได้รายงานให้กรมป่าไม้ทราบว่า พื้นที่วนอุทยานแห่งชาติภูสอยดาวซึ่งตั้งอยู่ในเขตป่าสงวนแห่งชาติป่าน้ำปาด ท้องที่อำเภอน้ำปาด จังหวัดอุตรดิตถ์ และเขตป่าไม้ถาวรตามมติคณะรัฐมนตรีป่าภูสอยดาว ท้องที่อำเภอชาติตระการ จังหวัดพิษณุโลก เป็นพื้นที่ที่มีสภาพป่าค่อนข้างสมบูรณ์ ปกคลุมไปด้วยป่าธรรมชาติที่สวยงาม เป็นแหล่งต้นน้ำลำธาร สภาพพื้นที่โดยทั่วไปเป็นภูเขาสูงชัน บางจุดสูงจากระดับน้ำทะเล 1,600 เมตร เป็นแหล่งที่อยู่อาศัยของสัตว์ป่า และเป็นพื้นที่ชายแดนติดต่อประเทศลาว ซึ่งมีความสำคัญอย่างยิ่งต่อความมั่นคงของชาติ

ภูสอยดาว
