สํานักราชเลขาธิการ พระบรมมหาราชวังได้มีหนังสือที่ รล0005/13381 ลงวันที่ 24 กันยายน 2544 เรียนเลขาธิการคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดําริ เพื่อพิจารณาเสนอความคิดเห็นหรือข้อเสนอแนะ เพื่อจักได้นำความถวายบังคมทูลพระกรุณาประกอบ
พระราชดำริต่อไปโดยสำนักงานคณะกรรมการพิเศษเพื่อประสานงาน โครงการอันเนื่องมาจาก
พระราชดำริ ได้มีหนังสือที่ นร 1108/2098 ลงวันที่ 11 ตุลาคม 2544 ขอให้กรมชลประทานพิจารณา กรณี นายอาดัม บาเหมบูงา ประธานกรรมการองค์การบริหารส่วนตําบลทรายขาว อําเภอโคกโพธิ์ จังหวัดปัตตานี ได้มีหนังสือลงวันที่ 11 กันยายน 2544 ถึงสํานักราชเลขาธิการ ขอให้นําความกราบบังคมทูลพระมหากรุณาให้ทางราชการช่วยแก้ไขปัญหาความเดือดร้อนเนื่องจากขาดแคลนน้ำสําหรับอุปโภค-บริโภค จากโครงการประปาภูเขา ช่องเรือ ของราษฎรจำนวน 4 หมู่บ้าน คือ หมู่ที่ 1, 2, 3 และ 5 ตําบลทรายขาว อําเภอโคกโพธิ์ จังหวัดปัตตานี
