กองพัฒนากรศึกษา มหาวิทยาลัยราชภัฏพิบูลสงคราม จัดโครงการประกวดกิจกรรมจิตอาสาครั้งนี้ เปิดรับสมัครนักศึกษาร่วมกลุ่ม ตั้งแต่ 5 ถึง 20 คน ดำเนินกิจกรรมในช่วงเดือนตุลาคม-ธันวาคม 2559 ซึ่งกิจกรรมดังกล่าวต้องไม่เป็นกิจกรรมที่เป็นส่วนหนึ่งของผลการเรียน ต้องไม่ได้รับค่าตอบแทนในการร่วมโครงการ และต้องได้รับการรับรองจากอาจารย์ผู้กำกับดูแลโครงการกิจกรรม เช่น รองคณบดีฝ่ายกิจการนักศึกษา ประธานหลักสูตรหรืออาจารย์ที่ปรึกษา โดยนำเสนอผลงานผ่านรูปเล่มสรุปผลการดำเนินงานพร้อมภาพประกอบจำนวนไม่เกิน 15 หน้า ภายในวันที่ 13 มกราคม 2560 ซึ่งคณะกรรมการจะทำการพิจารณารายละเอียดโครงการ/กิจกรรมจากเล่มสรุปรายงานตามหลัก PDCA รวมถึงพิจารณาผลสำเร็จของการดำเนินงานและความพึงพอใจของผู้ร่วมโครงการ เพื่อตัดสินทีมที่ผ่านเข้าสู่รอบชิงชนะเลิศจำนวน 10 ทีม เพื่อชิงเงินรางวัลรวมมูลค่ากว่า 20,000 บาทพร้อมเกียรติบัตร
