โครงการสร้างถนนเชื่อมไทยกับจีนตอนใต้ โดยผ่านพม่า (สายเชียงราย-เชียงตุง-ท่าล้อ-เชียงรุ่ง-คุนหมิง) ระยะ 241 กม. ความคืบหน้า อยู่ที่ฝั่งไทย คือมีการขยายถนนจากสนามบินจังหวัดเชียงรายไปอำเภอแม่สายเป็น 4 ช่องทาง ทางฝ่ายจีนก็มีการปรับปรุงถนนจากคุนหมิงไปเมืองชายแดนที่ท่าล้อ แต่ถนนเชื่อมต่อในพม่ามีความคืบหน้าน้อยมาก ทั้งๆ ที่รัฐบาลไทยมีมติเมื่อ 15 มิถุนายน 1993 อนุมัติงบประมาณ 300 ล้านบาท เพื่อช่วยเหลือแก่พม่าในการพัฒนาเส้นทางจากท่าขี้เหล็ก-เชียงตุง ระยะทาง 164 กม. เป็นสินเชื่อระยะยาว 20 ปี ระยะเวลาปลอดหนี้ 10 ปี มีอัตราดอกเบี้ยร้อยละ 3 ต่อมาได้ลดดอกเบี้ย เหลือเพียงร้อยละ 1.5
