1.3 นโยบาย และแนวทางการป้องกันปราบปรามยาเสพติด
เนื่องจากสถานการณ์ปัจจุบัน การก่ออาชญากรรม และการแพร่ระบาดยาเสพติด ยังคงเป็นปัญหาที่เกิดขึ้น ในสังคมอย่างไม่อาจหลีกเลี่ยงได้ และมีแนวโน้มรุนแรงมากขึ้น โดยเฉพาะในช่วงที่มีการขัดแย้งทางสังคม การเมือง ตลอดจนปัญหาเศรษฐกิจตกต่ำ จนมีการร้องเรียนจากประชาชนและองค์กรที่เกี่ยวข้องให้เร่งรัดแก้ไขปัญหาดังกล่าว ให้ลดน้อยลง และหมดสิ้นไป
จังหวัดร้อยเอ็ด โดยตำรวจภูธรจังหวัดร้อยเอ็ด ในฐานะหน่วยดำเนินงานด้านการปราบปรามยาเสพติด ได้ดำเนินการตามนโยบายของรัฐบาล/ตร. โดยจัดทำแผนระดมป้องกันปราบปรามยาเสพติด ให้สถานีตำรวจในสังกัดดำเนินการ ดังนี้
1) การป้องกัน
- จัดกำลังเจ้าหน้าที่ทั้งในและนอกเครื่องแบบออกกวดขัน ตรวจตราในพื้นที่ และให้ออกคำสั่งมอบหมายตำรวจทุกคนรับผิดชอบหมู่บ้าน ชุมชน ในเขตพื้นที่ หมู่บ้านละ 1 คน ออกสืบสวนหาข่าวเพื่อสนับสนุนข้อมูล
- การตั้งจุดตรวจ จุดสกัด การตั้งด่านในลักษณะใยแมงมุม เน้นเส้นทางลำเลียง โดยให้เชื่อมโยงระหว่างจังหวัด อำเภอ หมู่บ้าน ชุมชน
- จัดชุดเจ้าหน้าที่ประชาสัมพันธ์ขอความร่วมมือและเผยแพร่ข่าวสาร ชี้แจงพ่อค้า ประชาชน ผู้ปกครอง นักเรียน นักศึกษาในพื้นที่ได้รับทราบถึงโทษภัยของยาเสพติด
2) การสืบสวน สอบสวน และปราบปราม
- จัดตั้ง ศูนย์ต่อสู้เพื่อเอาชนะยาเสพติด ตำรวจภูธรจังหวัด(ศพส.ภ.จว.) โดยสั่งการให้แต่ละสถานีตำรวจ ออกคำสั่งมอบหมายเจ้าหน้าที่ชุดปราบปรามยาเสพติด สภ.ละ 1 ชุด /ภ.จว.ร้อยเอ็ด 1 ชุด รวมเป็นจำนวน 34 ชุด เพื่อออกสืบสวนปราบปรามจับกุมในพื้นที่รับผิดชอบ
- จัดทำบัญชีผู้ค้า ผู้เสพอย่างเป็นระบบ ตามแนวทางการสืบสวนปราบปราม
- เมื่อมีการจับกุม ผู้เสพ ให้มีการซักถามเพื่อนำไปสู่การจับกุมผู้ค้ารายใหญ่ และเชื่อมโยงเครือข่ายยาเสพติด โดยทำเป็นสำนวนการสืบสวนขยายผล
- พงส.ทุกคนทำเครือข่ายยาเสพติด คนละ 1 เครือข่าย แต่ละเครือข่ายมีผู้เกี่ยวข้องตั้งแต่ 5 คนขึ้นไป
- ทำลายเครือข่าย โดยการยึดทรัพย์ตาม พ.ร.บ.มาตรการฯ พ.ศ. 2534

2. การแบ่งภารกิจแผนงาน/โครงการ ในการแก้ไขปัญหายาเสพติดในภาพรวม
1) จังหวัดร้อยเอ็ดได้จัดประชุมพิจารณาร่างแผนปฏิบัติการยุทธศาสตร์พลังแผ่นดินเอาชนะยาเสพติดจังหวัดร้อยเอ็ด ตามที่ ศพส.จ.รอ. ได้ยกร่างฯ โดยยึด 7 แผนหลัก ตามนโยบายที่ ศพส. กำหนดเป็นสำคัญ ในการนี้ ที่ประชุมมีมติให้คณะทำงานแต่ละด้านไปดำเนินการจัดทำแผนปฏิบัติการตามแผนงานที่รับผิดชอบ ดังต่อไปนี้
ด้านการป้องกัน ประกอบด้วย แผนงานที่ 1 การสร้างพลังสังคมและพลังชุมชนเอาชนะยาเสพติด และแผนงานที่ 3 การสร้างภูมิคุ้มกันและป้องกันยาเสพติด
หน่วยงานรับผิดชอบ คือ ที่ทำการปกครองจังหวัดร้อยเอ็ด
ด้านการปราบปราม ประกอบด้วย แผนงานที่ 4 การปราบปรามยาเสพติดและบังคับใช้กฎหมาย แผนงาน ที่ 5 ความร่วมมือระหว่างประเทศ และแผนงานที่ 6 การสกัดกั้นยาเสพติด
หน่วยงานรับผิดชอบ คือ ตำรวจภูธรจังหวัดร้อยเอ็ด
ด้านการบำบัดรักษา คือ แผนงานที่ 2 การแก้ไขปัญหาผู้เสพ/ผู้ติดยาเสพติด
หน่วยงานรับผิดชอบ คือ สำนักงานสาธารณสุขจังหวัดร้อยเอ็ด
ด้านการบริหารจัดการ คือ แผนงานที่ 7 การบริหารจัดการแบบบูรณาการ
หน่วยงานรับผิดชอบ คือ สำนักงานจังหวัดร้อยเอ็ด

2) จังหวัดร้อยเอ็ดได้รับการจัดสรรงบประมาณดำเนินงานฯ จาก สำนักงาน ป.ป.ส. ในไตรมาส 1 (ตุลาคม ถึง ธันวาคม 2554) จำนวนรวมทั้งสิ้น 1,884,300 บาท
3) คณะทำงานจัดทำแผนฯ ได้บูรณาการแผนงาน/โครงการจากหน่วยปฏิบัติทุกหน่วยงานในจังหวัด ขณะนี้ อยู่ระหว่างการดำเนินโครงการ
4) แจ้งให้ทุกหน่วยงานในจังหวัดร้อยเอ็ด ให้ความร่วมมือสนับสนุนการดำเนินการขับเคลื่อนวาระแห่งชาติ "พลังแผ่นดิน เอาชนะยาเสพติด" และให้ความสำคัญต่อการมอบหมายผู้แทนเข้าร่วมประชุม โดยให้มอบหมายผู้แทนระดับสูงหรือผู้มีอำนาจในการตัดสินใจเพื่อร่วมกันปรึกษาหารือ และแก้ไขปัญหายาเสพติดอย่างมีประสิทธิภาพต่อไป
5) แต่งตั้งคณะทำงานเฝ้าระวังปัญหายาเสพติดจังหวัดร้อยเอ็ด เพื่อรวบรวมข้อมูล วิเคราะห์/สังเคราะห์ข้อมูล ยาเสพติด รายงานผู้ว่าราชการจังหวัดร้อยเอ็ด/ผอ.ศพส.จ.รอ. เพื่อพิจารณาแนวทางป้องกันและแก้ไขปัญหายาเสพติด ในพื้นที่ โดยกำหนดการประชุมเดือนละ 2 ครั้ง
*จุดอ่อนในการดำเนินงาน คือ จังหวัดมีพื้นที่ดำเนินงานกว้างขวาง จำนวน 20 อำเภอ ดังนั้น การประสาน การดำเนินงานในเรื่องเร่งด่วนอาจเกิดความติดขัด ล่าช้า ยังไม่ทันต่อสถานการณ์เท่าที่ควร อาทิเช่น การประสานงาน เพื่อขอรับข้อมูล การประชุมในกรณีเร่งด่วน ระยะเวลาในการเดินทางเพื่อติดต่อประสานงาน เป็นต้น อย่างไรก็ตาม ศพส.จ.รอ. ได้พยายามสรรหาวิธีการบริหารจุดอ่อนดังกล่าวให้หมดไป โดยการใช้เทคโนโลยีที่ทันสมัยเพื่อช่วยการติดต่อประสานงาน การพัฒนาทักษะบุคลากรด้านงานเอกสาร/งานสำนักงาน และการสร้างเครือข่าย/การสร้างความสัมพันธ์ส่วนตัวที่ดีระหว่างบุคลากรระดับจังหวัด อำเภอ และหน่วยงานภาคี เพื่อการติดต่อประสานงานอย่างมีประสิทธิภาพ
