ระบอบประชาธิปไตย หมายถึง ระบอบการปก

ระบอบประชาธิปไตย หมายถึง ระบอบการปกครองตนเองของประชาชน ตรงกันข้ามกับระบอบอำนาจนิยม
ตามความเข้าใจของผม คือระบบที่ ใน1สังคมจะ
นับเสียงคนส่วนใหญ่ในการตัดสินใจหรือเลือกผู้นำในประเทศ ทุกคนมีสิทธิเท่าเทียมกัน
ไม่มีผู้มีอำนาจมากกว่าประชาชนทั่วไป (เรียกว่า พวกอภิสิทธิชน)
ในปัจจุบัน มีการใช้ระบบ ประชาธิปไตย หลายประเทศในโลก เช่น

รูปแบบประชาธิปไตย
ระบอบประชาธิปไตย หรือการปกครองตนเองของประชาชน อาจจะแบ่งเป็น
1.ประชาธิปไตยโดยตรง – ประชาชนมาประชุมกัน อภิปรายและลงคะแนนกันในเรื่องสำคัญ
เช่น การประชุมเรื่องงบประมาณ กฏหมาย ในระดับท้องถิ่น หรือการลงประชามติในระดับประเทศ
เช่น การจะรับหรือไม่รับร่างรัฐธรรมนูญฉบับใหม่
2.ประชาธิปไตยโดยระบบผู้แทน เนื่องจากประเทศส่วนใหญ่มีประชาชนมาก
มีความซับซ้อน ต้องแบ่งงานกันทำ จึงมักใช้วิธีเลือกผู้แทนขึ้นไปเป็นฝ่ายบริหารและฝ่ายออกกฏหมาย
3.ประชาธิปไตยแบบประชาชนมีส่วนร่วม การผสมผสานทั้ง 2 แบบแรก
รวมทั้งการให้ประชาชนมีการปกครองตนเองในระดับท้องถิ่น
มีองค์กรอิสระที่รักษาผลประโยชน์ฝ่ายประชาชน
มีสื่อมวลชนและองค์กรประชาชนที่เข้มแข็ง
ภาคประชาชนหรือสังคมพลเมืองมีบทบาทในการตัดสินใจเรื่องการบริหารประเทศค่อนข้างมาก
ไม่ได้ปล่อยให้ผู้แทนทำทุกอย่างโดยประชาชนให้ใช้สิทธิแค่เลือกตั้งผู้แทนนานๆครั้งเท่านั้น

ประชาธิปไตยในแง่เนื้อหา ระบอบประชาธิปไตยไม่ได้หมายถึงแค่ระบบการเลือกตั้ง
หากต้องประกอบไปด้วยสภาวะความเป็นประชาธิปไตย อย่างน้อย 6 ข้อ คือ
1. การเลือกตั้งผู้แทนจะต้องเป็นอิสระและยุติธรรม ไม่มีการใช้อำนาจหน้าที่ของ
เจ้าหน้าที่รัฐเพื่อโกงการเลือกตั้ง
ไม่มีการซื้อเสียงขายเสียง และการที่กลุ่มอภิสิทธิชนใช้อำนาจอิทธิพลระบอบอุปถัมภ์
2. จะต้องมีระบบการตรวจสอบถ่วงดุลอำนาจที่ดี เช่น ฝ่ายนิติบัญญัติ ฝ่ายตุลาการ องค์กรอิสระ
องค์กรประชาชนสามารถตรวจสอบถ่วงดุลฝ่ายบริหารได้ และต่างฝ่ายต่างตรวจสอบถ่วงดุลซึ่งกันและกัน
รวมทั้งภาคประชาชนสามารถถอดถอนผู้แทนที่มีพฤติกรรมไม่ชอบธรรมได้
3. การบริหารบ้านเมืองจะต้องโปร่งใส เป็นไปเพื่อประโยชน์ส่วนรวม
ไม่มีการคอรัปชั่น การหาผลประโยชน์ทับซ้อน การเล่นพรรคพวก หาประโยชน์ส่วนตัว
4. มีรัฐธรรมนูญและกฏหมาย ขนบธรรมเนียม ที่มุ่งประโยชน์คนส่วนใหญ่ อย่างมี เหตุผล
มีความคงเส้นคงวา คนส่วนใหญ่ยอมรับ และรัฐธรรมนูญ กฎหมาย เหล่านั้นมีผลบังคับใช้ด้วย
5. สื่อมวลชนและองค์กรประชาชนมิสิทธิเสรีภาพ, เป็นอิสระ, มีศักดิ์ศรี และเข้มแข็ง
ประชาชนมีจิตสำนึกความเป็นพลเมือง และมีส่วนร่วมในการไปใช้สิทธิเลือกตั้ง การแสดงความคิดเห็น
การสมาคม การชุมนุม การทำประชาพิจารณ์ (เปิดอภิปรายความคิดเห็นประชาชนเรื่องกฏหมายและโครงการต่างๆ)

6. มีการกระจายการพัฒนาเศรษฐกิจ สังคม สู่ประชาชน ทำให้เกิดประชาธิปไตยทาง
เศรษฐกิจและสังคม และการพัฒนาทางเศรษฐกิจและสังคมที่มั่นคง สม่ำเสมอ

ค่านิยมประชาธิปไตยที่ประชาชน ควรช่วยกันสร้างคือ

5. มีจิตใจเปิดกว้างและพร้อมที่ปรับตัวรับกับการเปลี่ยนแปลงของสังคมได้

6. เป็นคนที่มีความรับผิดชอบผูกพันกับสิ่งที่เขาได้กระทำลงไป

7. มีจิตใจที่เป็นธรรม เอื้อเฟื้อเผื่อแผ่ ไม่มีอคติต่อผู้ที่มีความแตกต่างจากตน
