การศึกษาครั้งนี้เป็นการศึกษาวิจัยเชิงสำรวจ มีวัตถุประสงค์เพื่อศึกษาลักษณะการทำงานเป็นทีมของบุคลากรของกระทรวงสาธารณสุข ศึกษาทัศนะต่อการทำงานเป็นทีมไปสู่องค์การแห่งการเรียนรู้ของบุคลากรกระทรวงสาธารณสุข และศึกษาแนวทางพัฒนาทีมงานไปสู่องค์การแห่งการเรียนรู้ของบุคลากรของกระทรวงสาธารณสุข โดยกลุ่มเป้าหมายเป็นข้าราชการของสำนักงานปลัดกระทรวงสาธารณสุข ในพื้นที่จังหวัด ของภาคตะวันออกเฉียงเหนือ จำนวน 20 จังหวัด ที่ปฏิบัติงานเกี่ยวข้องกับการบริหารงบประมาณรายจ่ายประจำปีงบประมาณ ได้แก่ สำนักงานสาธารณสุขจังหวัด โรงพยาบาลศูนย์ และโรงพยาบาลทั่วไป จำนวน 230 คน เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถามความคิดเห็น ตรวจสอบความเที่ยงตรงทางเนื้อหา โดยผู้ทรงคุณวุฒิ 3 ท่าน และหาความเที่ยงโดย โดยวิธีสัมประสิทธิ์แอลฟ่า (Alpha Co-efficient) ของ Cronbach มีความเชื่อมั่นเท่ากับ 0.85 สถิติที่ใช้ในการศึกษาครั้งนี้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบด้วย F-test ที่ระดับนัยสำคัญทางสถิติที่ 0.05
