โครงการ '' แก้มลิง 'ทฤษฎีการแก้ไขปัญหาน้ำท่วมอันเนื่องมาจากพระราชดำริ
ตามแนวทางการบริหารจัดการด้านน้ำท่วมล้น (Flood Management) พระบาทสมเด็จพระเจ้าอยู่หัว ได้มีพระมหากรุณาธิคุณพระราชทานแนวพระราชดำริแก้ไขปัญหาน้ำท่วมกรุงเทพมหานคร ไว้ 5 แนวทาง คือ ประการแรก สร้างคันกั้นน้ำ โดยปรับปรุงแนวถนนเดิมประการที่สอง จัดให้มีพื้นที่สีเขียว (Green Belt) ตามพระราชดำริ เพื่อกันการขยายตัวของเมือง และเพื่อแปรสภาพให้เป็นทางระบายน้ำเมื่อมีน้ำหลาก ประการที่สาม ดำเนินการขุดลอกคลอง ขยายคลองที่มีอยู่เดิมและขุดใหม่นอกแนวคันกั้นน้ำ ประการที่สี่ สร้างสถานที่เก็บน้ำตามจุดต่าง ๆ ประการที่ห้า ขยายช่องทางรับน้ำที่ผ่านทางรถไฟและทางหลวง วิธีการแก้ไขปัญหาน้ำท่วมในภูมิภาคต่าง ๆ คือ 1. การก่อสร้างคันกันน้ำ โดยการก่อสร้างคันดินกั้นน้ำขนานไปตามลำน้ำเพื่อป้องกันมิให้น้ำล้นตลิ่งไปท่วมในพื้นที่ต่าง ๆ ด้านใน
