1) ศึกษาระดับปัจจัยด้านผู้บริหารสถานศึกษา ประกอบด้วย ด้านวิสัยทัศน์ ด้านการติดต่อสื่อสาร ด้าน การตัดสินใจ ด้านภาวะผู้นำการเปลี่ยนแปลง
2) เพื่อศึกษาระดับประสิทธิผลของโรงเรียน
3) เพื่อหาความสัมพันธ์ระหว่างปัจจัยด้านผู้บริหารสถานศึกษา กับประสิทธิผลของโรงเรียน
4 )เพื่อสร้างสมการพยากรณ์ประสิทธิผลของโรงเรียนเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 9 กรมส่งเสริมการปกครองท้องถิ่น
