การนี้ จึงทรงพระกรุณาโปรดเกล้าฯ ให้มูลนิธิชัยพัฒนาสนับสนุนงบประมาณ เพื่อการศึกษาและวิจัยสิ่งประดิษฐ์ใหม่นี้ โดยดำเนินการจัดสร้างเครื่องมือบำบัดน้ำเสียร่วมกับกรมชลประทาน ซึ่งได้มีการผลิตเครื่องกลเติมอากาศขึ้นในเวลาต่อมา และรู้จักกันแพร่หลายทั่วประเทศในปัจจุบัน คือ "กังหันน้ำชัยพัฒนา"


ในระยะแรกระหว่างปี พ.ศ.2527-2530 ทรงแนะนำให้ใช้น้ำที่มีคุณภาพดีช่วยบรรเทาน้ำเสียและวิธีกรองน้ำเสียด้วยผักตบชวาและพืชน้ำต่างๆ มีอัตราแนวโน้มรุนแรงมากยิ่งขึ้น การใช้วิธีธรรมชาติไม่อาจบรรเทาความเน่าเสียของน้ำอย่างมีประสิทธิภาพเท่าที่ควร พระบาทสมเด็จพระเจ้าอยู่หัวฯ จึงพระราชทานพระราชดำริให้ประดิษฐ์เครื่องกลเติมอากาศแบบประหยัดค่าใช้จ่าย สามารถผลิตเองได้ในประเทศ ซึ่งมีรูปแบบ "ไทยทำไทยใช้" โดยทรงได้แนวทางจาก "หลุก" ซึ่งเป็นอุปกรณ์วิดน้ำเข้านาอันเป็นภูมิปัญญาชาวบ้านเป็นจุดคิดค้นเบื้องต้น และทรงมุ่งหวังที่จะช่วยแบ่งเบาภาระของรัฐบาลในการบรรเทาน้ำเน่าเสียอีกทางหนึ่งด้วย

แนวทางการดำเนินงาน
การดำเนินงานโครงการแก้ไขปัญหาน้ำเสีย ซึ่งมูลนิธิชัยพัฒนาได้ดำเนินการร่วมกับกรมชลประทานนั้น เป็นการปฏิบัติงานโดยการปรับปรุงคุณภาพน้ำด้วยเครื่องกังหันน้ำชัยพัฒนา ซึ่งได้กำหนดแนวทาง การดำเนินงานไว้ ดังนี้


1.หลักเกณฑ์
1.1 การบำบัดน้ำเสียของมูลนิธิชัยพัฒนามุ่งเน้นในการบำบัดน้ำเสียในแหล่งน้ำ สาธารณะ สถานสงเคราะห์ และวัดต่างๆ ที่ มีผลกระทบต่อสุขภาพของชุมชนเมือง และชนบทเป็นหลัก โดยแหล่งน้ำเสียนั้น จะไม่ไปกระทำซ้ำซ้อนกับระบบบำบัดน้ำเสียของรัฐ ซึ่งมีแผนงานและนโยบายที่แน่ชัดอยู่แล้ว
1.2 ในกรณีที่ภาครัฐมีระบบบำบัดน้ำเสียอยู่แล้วมีความประสงค์ที่จะใช้เครื่องกล เติมอากาศของมูลนิธิชัยพัฒนาไปเสริมเพิ่มเติมในกระบวนการเดิมนั้น ย่อมเป็นการไม่บังควรเพราะการมีระบบบำบัดน้ำเสียที่อยู่ภายใต้ข้อบังคับของสำนักงานนโยบายและแผนสิ่งแวดล้อม และกรมควบคุมมลพิษ ที่จะต้องปรับ 1.2 คุณภาพน้ำให้ได้ต่ำกว่ามาตรฐาน คือ ค่า BOD จะต้องน้อยว่า 20 มิลลิกรัมต่อลิตร ทั้งนี้ ถ้ามูลนิธิชัยพัฒนานำเครื่องเติมอากาศเข้าไปเสริมในระบบใหญ่ เมื่อผลการปรับคุณภาพน้ำดีกว่าเดิมย่อมจะเป็นผลดี แต่ถ้าคุณภาพน้ำยังไม่ดีกว่าเดิมย่อมจะเป็นข้ออ้าง และเป็นผลเสียต่อมูลนิธิชัยพัฒนา
1.3 ในกรณีที่ภาครัฐมีระบบบำบัดน้ำเสียอยู่แล้ว แต่มีบ่อหรือสระเก็บน้ำที่ใช้รับน้ำที่ผ่านมาการบำบัดเบื้องต้นแยกไว้ต่างหากจากระบบหลัก และต้องการขอให้มูลนิธิชัยพัฒนาใช้เครื่องกลเติมอากาศเพื่อปรับคุณภาพน้ำใน สระเก็บน้ำเพื่อรักษาคุณภาพน้ำก็ย่อมกระทำได้ แต่ต้องพิจารณาความเหมาะสมแล้วแต่กรณี
1.4 แหล่งน้ำสาธารณะบางแห่งที่อยู่ในความรับผิดชอบของภาครัฐ (เทศบาลสุขาภิบาล ฯลฯ) และหน่วยงานขอความช่วยเหลือจากมูลนิธิชัยพัฒนาเพื่อวางโครงการย่อมกระทำได้ แต่ต้องใช้งบประมาณของภาครัฐนั้น ๆ เว้นแต่จะมีพระราชดำริไว้
