ส่วนความเป็นมาของเทศกาลแห่เทียนของชาวเมืองอุบลนั้น แต่ก่อนไม่ได้แห่เทียนเหมือนในปัจจุบัน แต่จะทำการฟั่นเทียน ยาวรอบศีรษะไปถวายพระเพื่อจุดบูชาในช่วงจำพรรษา นอกจากเทียนแล้วยังมีน้ำมัน เครื่องไทยทาน และผ้าอาบน้ำฝนพอมาถึงสมัยกรมหลวงสรรพสิทธิ์ประสงค์ เป็นผู้สำเร็จราชการเมืองอุบล ครั้งหนึ่งได้มีการแห่บั้งไฟและได้เกิดเรื่องมีการตีกันทำให้มีคนเสียชีวิต จึงทำให้ถูกเลิกการแห่บั้งไฟ และได้เปลี่ยนมาเป็นการแห่เทียนแทน
การแห่เทียนในยุคแรกๆชาวบ้านจะร่วมบริจาคเทียน แล้วนำเทียนมามัดติดกับลำไม้ไผ่ติดกระดาษเงินสีทองตัดลายฟันปลามาติดปิดรอยต่อ เสร็จแล้วนำต้นเทียนมัดติดกับปิ๊บน้ำมันก๊าด โดยใช้เกวียนหรือล้อเลื่อนลากจูง และมีขบวนฟ้อนรำด้วยต่อมาได้มีการหล่อดอกจากผ้าพิมพ์แล้วมีการประยุกต์ประดับฐานต้นเทียนด้วยรูปแกะสลักสัตว์ ลายไม้ฉลุทำให้ต้นเทียนดูสวยงามมากยิ่งขึ้น หลังจากนั้นประชาชนก็เห็นความสำคัญประเพณีแห่เทียนมากขึ้น จังหวัดก็ได้ส่งเสริมให้เป็นงานประจำปีในช่วงนั้นมีการประกวดต้นเทียน 2 ประเภท คือ ประเภทมัดเทียนรวมกันแล้วติดกระดาษสี กับประเภทพิมพ์ลายติดลำต้น การทำต้นเทียนก็ได้มีการพัฒนามาเรื่อยๆ จนมาถึงการแกะสลักลงบนต้นเทียนโดยตรง ซึ่งเป็นการแกะที่ต้องอาศัยฝีมือเป็นอย่างยิ่ง ต่อมาประเพณีแห่เทียนพรรษาจึงได้จดการประกวด3 ประเภท โดยเพิ่มประเภทแกะสลักลงบนต้นเทียนลงไป
งานประเพณีแห่เทียนพรรษาได้รับการส่งเสริมจากทางจังหวัดมากขึ้น จนทำให้การท่องเที่ยวแห่งประเทศไทยสนับสนุนให้เป็นงานประเพณีระดับชาติ ทำให้งานแห่เทียนพรรษาเมืองอุบลเป็นที่ยอมรับของนักท่องเที่ยวทั้งชาวไทยและชาวต่างประเทศ เดินทางมาเที่ยวกันมากมาย
