กกต.ยึด 4 หลักจัดทำประชามติ โปร่งใส-เป็นที่ยอมรับ ย้ำ ความพร้อม จัดลงประชามติ 10 ม.ค.59 หาก สปช.ผ่านร่างรัฐธรรมนูญ ทันวันที่ 4 ก.ย. 2558

วันที่ 17 มิ.ย. นายสมชัย ศรีสุทธิยากร กกต.ด้านกิจการบริหารงานเลือกตั้ง กล่าวถึงการทำประชามติร่างรัฐธรรมนูญ ที่รัฐบาลมอบหมายว่า กกต.จะยึดหลักสำคัญ 4 ข้อ คือ 1. หลักความโปร่งใส กระบวนการขั้นตอนและวิธีการในการทำประชามติ ต้องเป็นไปอย่างโปร่งใส นับแต่การจัดเตรียมบัตร การจัดพิมพ์เอกสารเผยแพร่ การทำบัญชีรายชื่อผู้มีสิทธิออกเสียง การจัดการออกเสียง การนับคะแนน และการรายงานผล ต้องเป็นไปด้วยความโปร่งใส ตรวจสอบได้

2. หลักเปิดกว้าง การให้ข่าวสารข้อมูลต่อประชาชนต้องเป็นไปภายใต้บรรยากาศที่เปิดกว้าง ให้ประชาชนมีโอกาสได้รับรู้เนื้อหาของรัฐธรรมนูญ เปิดโอกาสให้ฝ่ายที่เห็นเหมือนหรือเห็นต่าง มีโอกาสในการแสดงความคิดเห็นอย่างเท่าเทียมกัน เพื่อให้ประชาชนมีการตัดสินใจในการลงประชามติอย่างเป็นเหตุเป็นผล 3. หลักอยู่ในกรอบเนื้อหา การรณรงค์เพื่อให้ความรู้แก่ประชาชนต้องอยู่ในกรอบเนื้อหาของรัฐธรรมนูญ ที่นำมาลงประชามติ กิจกรรมการรณรงค์ต่างๆ ต้องเลือกดำเนินการให้เกิดความเหมาะสม เพื่อไม่ให้ฝ่ายที่ไม่ประสงค์ดีต่อบ้านเมืองใช้เป็นโอกาสในการแอบแฝงทำกิจกรรมทางการเมืองในทิศทางที่กลุ่มตนเองต้องการได้ โดยให้มีการบังคับใช้กฎหมายโดยเคร่งครัด

และ 4. หลักเป็นที่ยอมรับ ผลของการลงประชามติต้องสามารถสร้างการยอมรับต่อประชาชน เพื่อให้ผลการลงประชามติไปใช้ในการกำหนดทิศทางของบ้านเมือง เพื่อให้ประเทศสามารถเดินไปข้างหน้าได้

นายสมชัย กล่าวว่า กกต.พร้อมจัดการลงประชามติได้ทัน วันที่ 10 มกราคม 2559 เบื้องต้นได้จัดเตรียมแผนการทำงานรองรับในทุกด้าน หาก สปช.ผ่านร่างรัฐธรรมนูญ ในวันที่ 4 กันยายน 2558 ทาง กกต.จะจัดพิมพ์และส่งร่างรัฐธรรมนูญ จำนวน 19 ล้านฉบับถึงมือประชาชน ภายในวันที่ 30 พฤศจิกายน 2558 และจัดให้มีการลงประชามติ ในวันอาทิตย์ที่ 10 มกราคม 2559 ซึ่งเป็นไปตามกรอบเวลาที่กำหนดในร่างแก้ไขรัฐธรรมนูญ 2557
