หลักการพัฒนาชุมชนท้องถิ่น

เป็นความจริงแห่งชีวิต ของการพัฒนาชุมชนซึ่งยึดถือเป็นสรณะ คือ ความเชื่อมั่นและครัทธาในมนุษยชาติ ว่ามนุษย์ทุกชีวิตมีคุณค่า และมีความหมาย มีศักดิ์ศรี และมีศักยภาพ

กล่าวคือ มีฐานะแห่งความเป็นมนุษย์ที่ไม่ควรจะได้รับการเหยียบย่ำ ดูหมิ่น เหยียดหยามจากเพื่อนมนุษย์ด้วยกันเอง มีความสามารถจากการเป็นมนุษย์ที่ควรได้รับการยอมรับและทำให้ปรากฎเป็นจริงในทางปฏิบัติจากเพื่อนมนุษย์ด้วยกันเอง

3. ยึดประชาชนเป็นพระเอก โดยประชาชนต้องเป็นผู้กระทำการพัฒนาด้วยตนเอง

ไม่ใช่เป็นผู้ถูกกระทำ หรือเป็นฝ่ายรองรับข้างเดียว เพราะผลของการกระทำการพัฒนานั้น ตกอยู่ที่ประชาชนโดยตรง ท้องถิ่นโดยตรง ประชาชนเป็นผู้รับโชค หรือ เคราะห์จากการพัฒนา นั้น

วัตถุประสงค์ในการพัฒนาชุมชน จึงมีวัตถุประสงค์ที่สำคัญ 2 ประการ คือ

1. เพื่อทำให้มนุษย์เข้าถึงศักยภาพสูงสุดที่ธรรมชาติให้มนุษย์บรรลุถึงขีด

เป้าหมายการพัฒนาชุมชน จึงอยู่ที่ การทำให้ชุมชน(ประชาชน) สุขสมบูรณ์ การทำให้

ประชาชนพึ่งตนเอง ช่วยตนเองได้ในการแก้ไขปัญหาส่วนตัว และแก้ไขปัญหาส่วนรวมได้ รวมทั้งในการยังชีพตนเองหรือการมีงานทำ และยังประโยชน์ให้แก่ผู้อื่นได้

หลักการดําเนินงานพัฒนาชุมชนท้องถิ่น จากแนวคิดพื้นฐาน หลักการพัฒนาได้นํามาใช้เป็นหลักในการดําเนินงานพัฒนาชุมชนท้องถิ่น ดังต่อไปนี้ 1. ยึดหลักความมีศักดิ์ศรี และศักยภาพของประชาชน โดยการเปิดโอกาสให้ประชาชนในท้องถิ่นใช้ศักยภาพที่มีอยู่ให้มากที่สุด และต้องเชื่อมั่นว่าประชาชนนั้นมีศักยภาพที่จะใช้ความรู้ ความสามารถที่จะปรับปรุงพัฒนาตนเองได้ จึงต้องให้โอกาสประชาชนในการคิด วางแผน เพื่อแก้ปัญหาชุมชนท้องถิ่นด้วยตัวของเขาเอง 2. ยึดหลักการพึ่งตนเองของประชาชน ยึดมั่นเป็นหลักการสําคัญว่าต้องสนับสนุนให้ประชาชนพึ่งตนเองได้ โดยการสร้างพลังชุมชนเพื่อพัฒนาชุมชนท้องถิ่น ส่วนรัฐบาลจะช่วยเหลือ สนับสนุนอยู่เบื้องหลัง และช่วยเหลือในส่วนที่เกินขีดความสามารถของประชาชน 3. ยึดหลักการมีส่วนร่วมของประชาชน เป็นการเปิดโอกาสให้ประชาชนในชุมชนร่วมคิด ตัดสินใจ วางแผน ปฏิบัติตามแผน และติดตามประเมินผลในกิจกรรม หรือโครงการใด ๆ ที่จะทําในชุมชนท้องถิ่น เพื่อให้ประชาชนได้มีส่วนร่วมอย่างแท้จริงในการดําเนินงาน อันเป็นการปลูกฝังจิตสํานึกในเรื่องความเป็นเจ้าของโครงการ หรือกิจกรรม 4. ยึดหลักประชาธิปไตย ในการทํางานพัฒนาชุมชนท้องถิ่น จะต้องเริ่มด้วยการพูดคุย ประชุม ปรึกษาหารือร่วมกัน คิดร่วมกัน ตัดสินใจ และทําร่วมกัน รวมถึงรับผิดชอบร่วมกัน ภายใต้ความช่วยเหลือซึ่งกันและกันตามวิถีทางแห่งประชาธิปไตย
