เมื่อพิจารณาจากสถานการณ์ของการบริหารจัดการหมู่บ้านแบบมีส่วนร่วม บ้านดงสระแก้ว หมู่ที่ 4 ตำบลไผ่ล้อม อำเภอลับแล จังหวัดอุตรดิตถ์ เพื่อเพิ่มประสิทธิภาพในการบริหารจัดการที่เข้มแข็ง และเพื่อให้คนชุมชนมีความร่วมมือในการบริหารงานไปพร้อมๆ กับการสร้างการมีส่วนร่วมอย่างมีประสิทธิภาพข้อเสนอแนะเชิงนโยบายเพื่อพิจารณามีดังนี้
1. การสร้างระบบการบริหารจัดการในชุมชนให้ดีขึ้น และการสร้างมาตรการในการบริหารที่ชัดเจนและอาจช่วยปัญหาต่าง ๆ ลงได้
2. ส่งเสริมและสนับสนุนกิจกรรมสร้างสรรค์ที่เกิดจนชุมชนให้มากขึ้น เพื่อความต่อเนื่องในกิจกรรมและต่อยอดให้เกิดผลสำเร็จสูงสุด
3. เสริมสร้างและพัฒนากำลังคนในชุมชนด้วยการจัดการศึกษาการออกไปศึกษาดูงาน เพื่อให้ได้ทรัพยากรมนุษย์ที่มีคุณภาพ มีความสามารถที่จะพัฒนาตนเอง
