เรียน ท่านผู้นำกลุ่มแรงงาน


เนื่องด้วยกระผม นายสิทธิชัย ประสพผล เล็งเห็นว่ากลุ่มแรงงานที่ได้เข้ามาทำงานที่ประเทศไทยไม่ได้รับ
ความคุ้มครองสิทธิในการทำงาน และ การดำเนินชีวิตที่มีความสุขแก่ผู้ใช้แรงงาน กระผมขอเสนอให้จัดตั้งมูลนิธิ
เพื่อประโยชน์แก่กลุ่มผู้ใช้แรงงานเอง จุดประสงค์การจัดตั้งมูลนิธิมีดังนี้


1. เพื่อที่จะได้คุ้มครองกลุ่มผู้ใช้แรงงานที่ถูกเอาเปรียบจากนายจ้างที่ไม่รับผิดชอบในการรักษาพยาบาล
จากการทำงาน โดยที่ไม่จ่ายเงินค่าสินไหมที่สมควรจะได้รับ เพราะกลุ่มแรงงานได้ทำงานให้นายจ้างแต่
นายจ้างไม่ได้ดูแลในการบาดเจ็บทางร่างกายและเสียชีวิตแต่อย่างใด กระผมจะเป็นคนที่ดูแลเรื่องนี้ด้วย
ตนเองกับทุกคนที่เข้ามาเป็นสมาชิกมูลนิธิที่จะจัดตั้งขึ้น โดยทางกระผมจะทำบัตรสมาชิกไว้เป็นหลักฐานกับ
กลุ่มผู้ใช้แรงงาน และทำประวัติว่าสมาชิกได้เข้ามาทำงานที่ประเทศไทยโดยถูกต้องตามกฎหมาย

2. เพื่อที่กลุ่มผู้ใช้แรงงานจะได้เดินทางไปทำธุระส่วนตัวหรือเดินทางไปในเขตจังหวัดที่ได้ขึ้นทะเบียนไว้กับ
กระทรวงแรงงานที่ได้ลงทะเบียนไว้ก่อนหน้านี่ แต่พอเวลาเดินทางมักจะโดนเจ้าหน้าที่จับกุม บางรายอาจ
จะไม่ได้เสียทรัพย์บางรายอาจจะเสียทรัพย์ทั้งๆที่ผู้ใช้แรงงานได้เข้ามาทำงานโดยถูกต้องตามกฎหมายไทย
แต่ถ้าได้จัดตั้งมูลนิธิ ปัญหานี้จะถูกแก้ไขได้โดยที่ทางกลุ่มแรงงานที่ได้เป็นสมาชิกจะมีบัตรสมาชิกที่
ทางมูลนิธิออกให้แสดงแก่เจ้าหน้าที่ที่จับกุมเพื่อที่จะได้ลดปัญหาที่จะเกิดขึ้นได้ ถ้าเจ้าหน้าที่ยังไม่ยอมทาง
มูลนิธิจะส่งเจ้าหน้าที่เข้าไปดูแลสมาชิกที่เกิดปัญหาขึ้นได้ทันท่วงที

3. เมื่อมีการจัดงานประเพณี , เลี้ยงสังสรรค์ หรือการร่วมกลุ่มทำกิจกรรมต่างๆเป็นจำนวนหลายคนทาง
มูลนิธิจะประสานงานเรื่องสถานที่การจัดงาน , การเดินทางมาร่วมงานและประสานงานเจ้าหน้าที่เข้ามาดู
แลอำนวยความสะดวกแก่สมาชิกที่ได้รับการลงทะเบียนไว้กับมูลนิธิ

4. จะมีการเลือกผู้นำกลุ่มแรงงานมาเป็นกรรมการมูลนิธิเพื่อที่จะได้จัดการประชุมอย่างน้อยเดือนละ1ครั้ง
เพื่อที่จะสอบถามผู้นำกลุ่มว่ามีปัญหาใดกับกลุ่มแรงงาน ที่ผู้นำกลุ่มรับผิดชอบเพื่อที่จะได้แก้ไขได้ทันเวลา

5. ในการที่ผู้ใช้แรงงานเสียชีวิตจะได้ติดต่อกับทางญาติที่ประเทศบ้านเกิดได้ตรงกับผู้ที่เสียชีวิตได้ถูกต้อง
และทางมูลนิธิจะได้มอบเงินให้กับญาติผู้เสียชีวิตเพื่อช่วยการจัดงานศพและเงินอีกส่วนที่จะมอบให้กับญาติ

6. รายได้ของมูลนิธิจะเกิดขึ้นมาได้โดย
6.1 การบริจาคจากสมาชิก
6.2 การจัดงานขายบัตรเข้าร่วมกิจกรรม
6.3 บัตรสมาชิก 1 ใบจะมีอายุ 1ปี สมาชิกจะต้องเสียค่าธรรมเนียมบัตรเป็นรายปี
6.4 อื่นๆตามที่กรรมการจะกำหนดในที่ประชุม
