การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อสร้างหลักสูตรอบรมพัฒนาบุคลากรด้านโลจิสติกส์ให้ตรงกับความต้องการของประชาคมอาเซียน เพื่อให้บุคลากรด้านโลจิสติกส์ได้เตรียมความพร้อมในการพัฒนาตนเอง และทำงานร่วมกับประเทศอาเซียนได้ในอนาคต โดยใช้ระเบียบวิธีการวิจัยและพัฒนา กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ กลุ่มเป้าหมายที่ 1 ได้แก่ พนักงานขนส่งสินค้า พนักงานคลังสินค้า หัวหน้าขนส่งสินค้า หัวหน้าคลังสินค้า ผู้จัดการ ที่รับนักศึกษาสาขาเทคโนโลยีโลจิสติกส์และการจัดการระบบขนส่งมหาวิทยาลัยเทคโนโลยีราชมงคลตะวันออก วิทยาเขตจันทบุรี เข้าร่วมโครงการสหกิจศึกษา จำนวน 97 คน กลุ่มเป้าหมายที่ 2 ได้แก่ ผู้เชี่ยวชาญ ซึ่งประกอบด้วยนักวิชาการ และอาจารย์ที่มีความเชี่ยวชาญในเรื่องการพัฒนาบุคลากรด้านโลจิสติกส์ จำนวน 3 คน กลุ่มเป้าหมายที่ 3 ได้แก่ นักศึกษาสาขาเทคโนโลยีโลจิสติกส์และการจัดการระบบขนส่งมหาวิทยาลัยเทคโนโลยี ราชมงคลตะวันออก วิทยาเขตจันทบุรี จำนวน 59 คน
1. เครื่องมือที่ใช้ในการวิจัย ขั้นตอนการศึกษาความต้องการในการพัฒนาบุคลากรด้าน โลจิสติกส์ให้ตรงกับความต้องการของประชาคมอาเซียน ได้แก่ แบบสอบถามแบบตรวจสอบรายการ (Checklist) และแบบมาตราส่วนประมาณค่า (Rating Scale) โดยแบ่งออกเป็น 3 ตอน 2. เครื่องมือที่ใช้ในการวิจัย ขั้นตอนการพัฒนาหลักสูตร เป็นแบบประเมินผลหลักสูตรฝึกอบรมแบบมาตราส่วนประมาณค่า (Rating Scale) และแบบค่าดัชนีความสอดคล้อง แบ่งออกเป็น 5 ตอน 3.เครื่องมือที่ใช้ในการวิจัย ขั้นตอนการทดลองใช้ เป็นแบบฝึกหัด แบบทดสอบ
ผลการวิเคราะห์ข้อมูลการศึกษาความคิดเห็นเกี่ยวกับการบริหารจัดการกลยุทธ์โลจิสติกส์อิเล็กทรอนิกส์ของผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อม พบว่า บุคลากรด้านโลจิสติกส์ส่วนใหญ่ อายุ 26-35 ปี มากที่สุด จำนวน 52 คน คิดเป็นร้อยละ 53.6 ระดับการศึกษา พบว่า ปริญญาตรีมากที่สุด จำนวน 66 คน คิดเป็นร้อยละ 68.0 ประสบการณ์ทำงานในด้านโลจิสติกส์ พบว่า 5-8 ปี มากที่สุด จำนวน 51 คน คิดเป็นร้อยละ 52.6 ท่านมีความต้องการเข้าร่วมอบรมด้านโลจิสติกส์ พบว่า มีความต้องการเข้าร่วมพักอบรม จำนวน 87 คน คิดเป็นร้อยละ 89.7 ท่านเห็นสมควรว่าระยะเวลาใดเหมาะสมในการจัดฝึกอบรมครั้งนี้ พบว่า 2-4 วัน มีความต้องการมากที่สุด จำนวน 59 คน คิดเป็นร้อยละ 60.8
ผลการประเมินหัวข้อการฝึกอบรมเกี่ยวกับการพัฒนาบุคลากรด้านโลจิสติกส์ให้ตรงกับความต้องการของประชาคมอาเซียน พบว่า การบริหารงานโลจิสติกส์ระหว่างประเทศมีความต้องการมากที่สุด จำนวน 48 คน คิดเป็นร้อยละ 49.5
การประเมินความต้องการในการฝึกอบรมเกี่ยวกับการพัฒนาบุคลากรด้านโลจิสติกส์ให้ตรงกับความต้องการของประชาคมอาเซียนในภาพรวมอยู่ในระดับมาก มีค่าเฉลี่ย ( ) 3.51 (S.D.= 0.83) เมื่อพิจารณารายข้อ พบว่า บุคคลากรมีความต้องการในการฝึกอบรมในระดับมากทุกข้อ
