บึงบอระเพ็ด เป็นแหล่งท่องเที่ยวที่สวยงามที่สุดแห่งหนึ่งในประเทศไทย และเป็นบึงทะเลสาบน้ำจืดขนาดใหญ่ที่สุดในประเทศไทย มีเนื้อที่ 132,737 ไร่ อยู่ในท้องที่สามอำเภอของจังหวัดนครสวรรค์ ได้แก่ อำเภอเมืองนครสวรรค์ อำเภอท่าตะโก และอำเภอชุมแสง เป็นสถานที่ท่องเที่ยวที่สำคัญของจังหวัดนครสวรรค์ กลางบึงมีตำหนักแพที่สร้างขึ้นครั้งพระบาทสมเด็จพระมงกุฎเกล้าเจ้าอยู่หัวเสด็จพระราชดำเนินแปรพระราชฐาน

เดิมบึงบอระเพ็ดแห่งนี้มีชื่อว่า "ทะเลเหนือ" หรือ "จอมบึง" เนื่องจากมีสัตว์และพันธุ์พืชน้ำเป็นจำนวนมาก รวมทั้งจระเข้ จากการสำรวจพบว่ามีสัตว์อาศัยอยู่ประมาณ 148 ชนิด พืช 44 ชนิด มีพันธุ์สัตว์ที่หายากได้แก่ นกเจ้าฟ้าหญิงสิรินธร (พบครั้งแรกที่บึงบอระเพ็ด) ปลาเสือตอ ในช่วงเดือนพฤศจิกายนถึงมีนาคมจะมีนกเป็ดน้ำอพยพมาที่บึงแห่งนี้เป็นจำนวนมาก พื้นที่บางส่วนได้รับการประกาศให้เป็นเขตห้ามล่าสัตว์ป่า

ทิศเหนือ ขนานไปกับคลองปลากดในเขต อำเภอชุมแสง ท้องที่ตำบล ทับกฤช มีถนนสายทับกฤช – ท่าตะโก โดยได้แบ่งพื้นที่บึงบอระเพ็ดไปส่วนหนึ่งซึ่งพื้นที่ในด้านนี้จะมีความตื้น เขินมาก และมีราษฎร บุกรุกจับจองมากที่สุด
ทิศตะวันออก จากปากคลองปลากดใน ถึงบ้านแหลมจันทร์ ในเขตอำเภอชุมแสงผ่านบ้านคลองบอน บ้านกระทุ่มเจ้า บ้านปากง่ามเหนือ ในเขตอำเภอท่าตะโก รวมถึงพื้นที่เขาพนมเศษ
ทิศใต้ อยู่ในเขตอำเภอท่าตะโก และอำเภอเมือง จะขนานไปกับถ.สายนครสวรรค์–ท่าตะโก

พื้นที่ของบึงบอระเพ็ดในอดีตนั้นเป็นที่ราบลุ่ม แวดล้อมไปด้วยป่าไม้เบญจพรรณอันอุดมสมบูรณ์ มีลำคลองเล็กๆ ไหลผ่านและประกอบไปด้วยหนองน้ำหลายแห่ง เมื่อถึงฤดูฝนจะมีน้ำทางเหนือไหลหลากทำให้บริเวณบึงบอระเพ็ดมีน้ำท่วมเป็น บริเวณกว้างจนกลายเป็นทะเลสาบน้ำจืดขนาดใหญ่ อุดมไปด้วยสัตว์น้ำนานาชนิด ทั้งพันธุ์ปลาชนิดต่างๆ จระเข้ กุ้งก้ามกรามและตะพาบน้ำ

โดยเฉพาะอย่างยิ่งในเรื่องจระเข้แล้วเป็นที่เลื่องลือกันว่าบึงบอระเพ็ดมี จระเข้ชุกชุมมาก จนผู้คนที่นั่งรถไฟผ่านบึงบอระเพ็ดสามารถมองเห็นจระเข้ที่ลอยอยู่ในบึงและ ส่วนหนึ่งก็ขึ้นมานอนผึ่งแดดตามชายบึงหรือบนเกาะ

ในปี พ.ศ. 2466 ดร.ฮิวจ์ เอ็ม. สมิท ชาวอเมริกันซึ่งเป็นที่ปรึกษาด้านการประมง กระทรวงเกษตราธิการได้ออกสำรวจบึงบอระเพ็ดและได้รายงานผลการสำรวจเมื่อวัน ที่ 20 กุมภาพันธ์ พ.ศ. 2466 ว่าบึงบอระเพ็ดเป็นแหล่งน้ำขนาดใหญ่และมีความสำคัญมากเกี่ยวกับเรื่องการ ประมง เพราะว่าเป็นแหล่งพันธุ์ปลา เป็นทำเลที่ปลาอาศัยเลี้ยงตัว วางไข่ และแพร่พันธุ์ ควรจะมีการบำรุงรักษาให้เป็นแหล่งที่อยู่อาศัยของปลา

กระทรวงเกษตราธิการจึงได้นำเรื่องนี้กราบบังคมทูลขอพระบรมราชานุญาตสงวนบึง บอระเพ็ดไว้เป็นที่สงวนพันธุ์สัตว์น้ำ โดยการสร้างคันกั้นน้ำและประตูระบายน้ำ เพื่อเก็บกักน้ำที่ระดับ 23.80 ร.ท.ก. ตลอดปี และได้รับพระบรมราชานุญาตให้ดำเนินการเมื่อวันที่ 8 มีนาคม 2469 การก่อสร้างทำนบกั้นน้ำและประตูระบายน้ำเริ่มจากปี พ.ศ. 2470 และเสร็จในปี พ.ศ. 2471 สามารถกักเก็บน้ำได้ตลอดปี

กระทรวงพระคลังมหาสมบัติในเวลานั้นได้ประกาศกำหนดเขตบึงบอระเพ็ดไว้เป็นที่ รักษาพืชพันธุ์ปลาน้ำจืด ในปี พ.ศ. 2471 และพิจารณาแก้ไข ในปี พ.ศ. 2473 โดยกำหนดเนื้อที่ประกาศเป็นเขตหวงห้ามไว้ประมาณ 250,000 ไร่ และต่อมารัฐบาลได้ตราพระราชกฤษฎีกา ลงวันที่ 4 สิงหาคม 2480 ถอนการหวงห้ามเหลืออยู่จนถึงปัจจุบัน 132,737 ไร่ 56 ตารางวา โดยมีอาณาเขตติดต่อกัน 3 อำเภอ คือ อำเภอเมือง อำเภอชุมแสง และอำเภอท่าตะโก ในปี พ.ศ. 2490 กระทรวงเกษตราธิการได้แบ่งเขตรักษาพืชพันธุ์ออกเป็น 2 เขต คือ

เขตที่ 1 เป็นเขตหวงห้ามมิให้ผู้ใดทำการประมง โดยเด็ดขาด มีเนื้อที่ 38,850 ไร่

เขตที่ 2 เป็นเขตหวงห้ามที่อนุญาตให้ราษฎรทำการประมง โดยใช้เครื่องมือบางชนิดที่กำหนดให้ใช้ได้ มีเนื้อที่ 93,887 ไร่ 56 ตารางวา
