เจ้าของสัตว์ หรือผู้ใดที่ไม่จัดสวัสดิภาพสัตว์ให้เหมาะสมกับหลักเกณฑ์ วิธีการ และเงื่อนไขที่รัฐมนตรีประกาศกําหนดตามมาตรา 22 มาตรา 24 หรือฝ่าฝืนมาตรา 23 ต้องระวางโทษปรับไม่เกิน 40,000 บาท
