ต่อมาในปี พ.ศ.2535 ได้มีการปรับปรุงพระราชบัญญัติว่าสงวนและคุ้มครองสัตว์ป่า พ.ศ. 2503 ใหม่ เนื่องจากมาตรการต่าง ๆ ที่มีอยู่ในกฎหมายดังกล่าวไม่สามารถทำให้การสงวนและคุ้มครองสัตว์ป่าเป็นไปอย่างมีประสิทธิภาพ และมีความจำเป็นจะต้องเร่งรัดการขยายพันธุ์สัตว์ป่าและให้การสงวนและคุ้มครองสัตว์ป่าควบคู่กันไป ประกอบกับได้มีการตกลงระหว่างประเทศในการที่จะร่วมมือกันเพื่อสงวนและคุ้มครองสัตว์ป่าของท้องถิ่น หรืออนุสัญญาไซเตส (CITES) จึงมีการปรับปรุงให้มาตรการในการสงวนและคุ้มครองสัตว์ป่าเป็นไปอย่างเหมาะสมและสอดคล้องกับความตกลงระหว่างประเทศ
