กองพัฒนานักศึกษา มหาวิทยาลัยราชภัฏพิบูลสงคราม จัดโครงการประกวดกิจกรรมจิตอาสาครั้งนี้ เปิดรับสมัครนักศึกษาร่วมกลุ่ม ตั้งแต่ 5 ถึง 20 คน ดำเนินกิจกรรมในช่วงเดือนตุลาคม-ธันวาคมปี 2559 ซึ่งกิจกรรมดังกล่าวต้องไม่เป็นกิจกรรมที่เป็นส่วนหนึ่งของผลการเรียน ต้องไม่ได้รับค่าตอบแทนในการร่วมโครงการ และต้องได้รับการรับรองจากอาจารย์ผู้กำกับดูแลโครงการ/กิจกรรม เช่น รองคณบดีฝ่ายกิจการนักศึกษา ประธานหลักสูตร หรืออาจารย์ที่ปรึกษา โดยนำเสนอผลงานผ่านรูปเล่มสรุปผลการดำเนินงานพร้อมภาพประกอบจำนวนไม่เกิน 15 หน้า ภายในวันที่ 13 มกราคม 2560 ซึ่งคณะกรรมการจะทำการพิจารณารายละเอียดโครงการ/กิจกรรม จากเล่มสรุปรายงานตามหลัก PDCA รวมถึงพิจารณาผลสำเร็จของการดำเนินงานและความพึงพอใจของผู้ร่วมโครงการ เพื่อตัดสินทีมที่ผ่านเข้าสู่รอบชิงชนะเลิศจำนวน 10 ทีม เพื่อชิงเงินรางวัลรวมมูลค่ากว่า 20,000 บาท พร้อมเกียรติบัตร
