ถ่านหินและหินน้ำมันเป็นเชื้อเพลิงธรรมชาติอีกชนิดหนึ่งที่เกิดอยู่ในเปลือกโลก เกิดจากซากพืชที่ถูกทับถมใต้พื้นดินในระดับไม่ลึกนักเป็นเวลาล้านปี

ถ่านหินชนิดที่ห้พลังงานมากที่สุดและดีที่สุด เรียงลำดับได้ดังนี้ แอนทราไซด์ บิทูมินัส ซับบิทูมินัส และลิกไนต์

ประเทศไทยมีถ่านหินลิกไนต์ทิอำเภอแม่เมาะ จังหวัดลำปาง อำเภอลี้ จังหวัดลำพูน และอำเภอบางปูดำ จังหวัดกระบี่
