พม.เตรียมจัดระเบียบ "ขอทาน" จ่อเพิ่มโทษกลุ่มแสวงผลประโยชน์

วันนี้(21ม.ค.58)ผู้สื่อข่าวรายงานว่า พล.ต.อ.อดุลย์ แสงสิงแก้ว รมว.การพัฒนาสังคมและความมั่นคงของมนุษย์ (พม.) กล่าวในการเป็นประธานการประชุมซักซ้อมแผนการดำเนินงานการจัดระเบียบขอทานทั่วประเทศ ว่า พม.ได้บูรณาการแก้ปัญหาร่วมกันกับหน่วยงานต่างๆ เพื่อเตรียมพร้อมก่อนที่จะจัดระเบียบขอทานพร้อมกันทั่วประเทศวันที่ 26-30 ม.ค.นี้ และได้กำหนดนโยบายดำเนินการทั่วประเทศเพื่อให้เกิดผลในปี 2558 โดยใช้หลัก 3 P ได้แก่ การบังคับใช้กฎหมาย (Policy) การคุ้มครองช่วยเหลือ (Protection) และการป้องกัน (Prevention) รวมทั้งบูรณาการกับหน่วยงานที่เกี่ยวข้อง ให้กรมพัฒนาสังคมและสวัสดิการ (พส.) จัดตั้งศูนย์ปฏิบัติการการจัดระเบียบคนขอทาน ร่วมมือกับจังหวัดดำเนินการจัดระเบียบขอทานทั่วประเทศ โดยเชื่อมโยงกับภาคีเครือข่าย และให้ดำเนินการอย่างจริงจังและต่อเนื่องทุกเดือน กรณีการจัดระเบียบที่ผ่านมาซึ่งพบมีขอทานกลับมากระทำซ้ำ โดยเฉพาะขอทานต่างด้าวนั้นคงต้องมีการทบทวนข้อตกลงความร่วมมือกับประเทศเพื่อนบ้านเพื่อเพิ่มประสิทธิภาพในการแก้ปัญหามากยิ่งขึ้น
