เป้าประสงค์ : เป็นผู้นำในการอนุรักษ์ส่งเสริมวิจัยและประยุกต์ใช้ศิลปะและวัฒนธรรมเพื่อรักษาคุณค่าและเพิ่มมูลค่าในระดับชาติและอนุภูมิภาคลุ่มแม่น้ำโขง ตลอดจนการเชื่อมโยงองค์ความรู้ด้านศิลปวัฒนธรรมของอนุภูมิภาคลุ่มแม่นำโขงไปสู่กระบวนการการเรียนการสอนในระดับต่างๆ
