จากความเปลี่ยนแปลงเทคโนโลยีสื่อสารของโลกที่มีการพัฒนาอย่างก้าวกระโดดในหลายปีที่ผ่านมา พบว่า “The Nexus of Forces” ของ Gartner เป็นกระแสที่มาแรงและกำลังได้รับความสนใจจากทั่วโลก โดย S-M-C-I ย่อมาจาก Social–Mobile–Cloud–Information อุบัติการณ์การมาบรรจบกัน (Convergence) ของกระแสความนิยมการใช้เครือข่ายสังคมออนไลน์ (Social Media) เช่น Facebook และ Twitter ร่วมกับการใช้สมาร์ทโฟน ตลอดจนความนิยมในการดาวน์โหลด “Mobile App” ในการติดต่อกันในลักษณะ Social Network เช่น LINE หรือ WhatsApp ตลอดจนการใช้งานระบบ Cloud ในการจัดเก็บข้อมูลทั้งส่วนตัวและข้อมูลขององค์กร เช่น การใช้ Free eMail: Hotmail, Gmail รวมถึงการใช้ Cloud–based Application ยอดนิยมต่างๆ เช่น iCloud และ Dropbox เป็นต้น

นโยบาย Digital Economy จึงมีความจำเป็นในการเตรียมตัวในระดับประเทศกับการมาถึงของยุค S-M-I-C ดังกล่าว เพื่อปรับโครงสร้างพื้นฐานทางดิจิทัลให้รองรับการมาถึงของยุค S-M-I-C ดังกล่าว ซึ่งในอนาคตอันใกล้ยุคแห่ง IoT (Internet of Things) กำลังเข้ามามีบทบาทกับเศรษฐกิจและสังคมทั่วโลก หลายค่ายได้ทำนายไว้ล่วงหน้าว่ามีจำนวนอุปกรณ์ที่ออนไลน์กับอินเทอร์เน็ตไม่ต่ำกว่า 50,000 ล้านอุปกรณ์ ภายในปี ค.ศ. 2020 ซึ่งรัฐควรเข้ามามีบทบาทในการส่งเสริมและสนับสนุนเอกชนในรูปแบบ Public-Private Partnership (PPP) เพื่อให้เอกชนเพิ่มขีดความสามารถในการแข่งขันในโลกที่นับวันจะแคบลงเรื่อยๆ

นโยบาย Digital Economy ควรมีเป้าหมายในระดับประเทศที่ชัดเจน ได้แก่ การเพิ่มผลิตภัณฑ์มวลรวมในประเทศ (GDP) ซึ่ง GDP ที่จะเพิ่มได้นั้น ไม่ได้เกิดจากที่รัฐเป็นผู้ให้บริการ แต่รัฐต้องเป็นผู้กำหนดนโยบายส่งเสริมและสนับสนุนให้เอกชนเป็นผู้สร้างมูลค่าเพิ่มของสินค้าและบริการ (Product and Service) ที่อยู่บนระบบเศรษฐกิจดิจิทัลดังกล่าว ดังนั้น นโยบาย Digital Economy จึงมีความจำเป็นและมีความสำคัญอย่างยิ่งยวดที่จะต้องคิดและเขียนออกมาให้ได้ตรงตามเป้าหมายดังกล่าว ได้แก่ การเพิ่ม GDP ให้กับประเทศไทย และการทำให้เกิดความยั่งยืน (Sustainability) ในระยะยาว

2. ประชาชนจะได้ประโยชน์อะไรจากนโยบายดังกล่าว?

จากนิยามและแนวคิดเศรษฐกิจดิจิทัลเพื่อเศรษฐกิจและสังคม 5 หลักการ ในหลักการข้อที่ 1 คือ ภาคเอกชนจะต้องเป็นผู้นำการพัฒนาด้านเศรษฐกิจและสังคม โดยมีรัฐเป็นผู้อำนวยความสะดวก (Facilitator) และส่งเสริมสนับสนุน (Promoter) โดยการสร้างแรงจูงใจอย่างเป็นระบบ และปรับปรุงประสิทธิภาพ กระบวนการทำงานของภาครัฐด้วยดิจิทัล ให้โปร่งใส รวดเร็ว และลดคอร์รัปชันได้

3. อุตสาหกรรมไอซีทีมีส่วนผลักดันแนวนโยบาย Digital Econnomy ให้เป็นจริงได้อย่างไร?

อุตสาหกรรมไอซีทีที่ขับเคลื่อนด้วยภาคเอกชนในทุกประเทศทั่วโลก เป็นส่วนสำคัญที่จะทำให้เกิดการเพิ่มขึ้นของ GDP ในระดับประเทศ อุตสาหกรรมไอซีทีจะมีส่วนร่วมผลักดันแนวนโยบาย Digital Economy ให้เป็นจริงได้โดยอาศัยความร่วมมือและความเข้าใจจากภาคเอกชน และรัฐต้องมีการสนับสนุนอย่างจริงจัง ต่อเนื่อง และจูงใจโดยมี Incentive ให้กับภาคเอกชนที่มีศักยภาพในการพัฒนาให้แข่งขันได้ในอนาคต ตลอดจนรัฐเองต้องไม่ทำตัวเป็นคู่แข่งเอกชนในการหารายได้ ค้ากำไร ให้บริการซ้ำซ้อนกับกการบริการของภาคเอกชน โดยที่ภาคเอกชนทำได้ดีอยู่แล้ว แต่รัฐควรเล่นบทเป็นผู้ส่งเสริมและสนับสนุนเอกชน เพื่อให้ภาพรวม GDP ของประเทศไทยมีอัตราที่เพิ่มขึ้นจากความแข็งแกร่งของภาคเอกชน มีศักยภาพในการแข่งขันกับนานาอารยประเทศในยุคโลกาภิวัตน์เช่นนี้ รัฐจึงจำเป็นต้องมีบทบาทร่วมกับเอกชนในรูปแบบ PPP ดังที่กล่าวมาแล้วในตอนต้น

4. บริษัทหรือองค์กรของท่านมีการเตรียมความพร้อมรองรับนโยบาย Digital Economy หรือไม่ อย่างไร?
