2.เทศบาลเมือง คือเขตท้องถิ่นชุมชนที่เป็นที่ตั้งของศาลากลางจังหวัด หรือท้องถิ่นที่มีประชากรรวมกัน 10,000 คนขึ้นไป ทั้งมีรายได้อันสมควรในการปฏิบัติหน้าที่ตามพระราชบัญญัติเทศบาล
3.เทศบาลตำบล คือเขตท้องถิ่นชุมชนที่มีประชากรรวมกัน 5,000 คนขึ้นไป ทั้งมีรายได้อันสมควรในการปฏิบัติหน้าที่ตามพระราชบัญญัติเทศบาล หรือ เป็นสุขาภิบาลเดิมมาก่อนการยกฐานะสุขาภิบาลเป็นเทศบาลตำบล และแม้ว่า "เทศบาลตำบล" จะมีชื่อเรียกคล้ายกันหรือชื่อเดียวกันกับ "ตำบล" แต่เทศบาลตำบลไม่จำเป็นจะต้องครอบคลุมตำบลเพียงตำบลเดียว หรือไม่จำเป็นต้องครอบคลุมตำบลตามชื่อเทศบาลนั้น
