บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์ ๑) เพื่อศึกษาความคิดเห็นของบุคลากร นักเรียน และผู้ปกครอง ที่มีต่อการบริหารโรงเรียนตามหลักธรรมาภิบาลของโรงเรียนในอำเภอเมืองลำพูน จังหวัดลำพูน 2) เพื่อเปรียบเทียบความคิดเห็นของบุคลากร นักเรียน และผู้ปกครอง ที่มีต่อการบริหารโรงเรียนตามหลักธรรมา ภิบาลของโรงเรียนในอำเภอเมืองลำพูน จังหวัดลำพูน ๓) เพื่อศึกษาปัญหาอุปสรรคและข้อเสนอแนะในการบริหารโรงเรียนตามหลักธรรมาภิบาลของโรงเรียนในอำเภอเมืองลำพูน จังหวัดลำพูน ๔) เพื่อศึกษาแนวทางการส่งเสริมการบริหารโรงเรียนตามหลักธรรมาภิบาลของโรงเรียนในอำเภอเมืองลำพูน จังหวัดลำพูน โดยผู้วิจัยได้ใช้การวิจัยแบบผสานวิธี (Mixed Methods) คือใช้การวิจัยเชิงปริมาณ (Quantitative Research) ด้วยการแจกแบบสอบถาม (Questionnaire) กับกลุ่มตัวอย่าง จำนวน 191 คน และใช้การวิจัยเชิงคุณภาพ (Qualitative Research) ด้วยการสัมภาษณ์เชิงลึก (In Depth Interview) กับกลุ่มผู้ให้ข้อมูลหลัก จำนวน 10 คน และวิเคราะห์ผลข้อมูลเชิงปริมาณโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ เพื่อหาค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ค่าส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และค่าความแปรปรวนแบบทางเดียว (One-Way ANOVA) กับวิเคราะห์ข้อมูลเชิงคุณภาพด้วยการจัดกลุ่มข้อมูล (Data Grouping) ตามประเด็นสำคัญของการสัมภาษณ์ พร้อมทั้งนำเสนอโดยวิธีการพรรณนาและใช้ตารางประกอบ ผลการวิจัยพบว่า บุคลากร นักเรียน และผู้ปกครอง
1. มีความคิดเห็นต่อการบริหารโรงเรียนตามหลักธรรมาภิบาลของโรงเรียนในอำเภอเมืองลำพูน จังหวัดลำพูน โดยภาพรวมทุกด้านในระดับมาก ( =4.02, S.D.=o.541)
2. มีความคิดเห็นต่อการบริหารโรงเรียนตามหลักธรรมาภิบาลของโรงเรียนในอำเภอเมืองลำพูน จังหวัดลำพูน แตกต่างกันในด้านหลักนิติธรรมและด้านหลักความโปร่งใส อย่างมีนัยสำคัญยิ่งทางสถิติที่ระดับ 0.01** และในด้านหลักคุณธรรม อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05*
3. มีปัญหาอุปสรรคในการบริหารโรงเรียนตามหลักธรรมาภิบาลของโรงเรียนในอำเภอเมืองลำพูน จังหวัดลำพูน ในด้านต่างๆ คือ ไม่ค่อยทำตามกฎระเบียบข้อตกลงเป็นเพียงทฤษฎี ใช้ระบบของโรงเรียนในอำเภออุปถัมภ์เป็นหลักในการรับเข้าทำงาน การทำงานร่วมกันบางเรื่องไม่ได้รับรู้ ใช้ความคิดตนเองเป็นหลัก มีส่วนร่วมน้อย ส่วนมากออกคำสั่งไม่ค่อยได้แสดงความคิดเห็น บริหารให้ทุกคนในองค์การมีความรับผิดชอบตั้งใจทำงานเท่าเทียมกันทุกคนเป็นไปได้ยาก และใช้ทรัพยากรฟุ่มเฟือย ไม่คุ้มค่าอย่างแท้จริง
4. มีข้อเสนอแนะในการบริหารโรงเรียนตามหลักธรรมาภิบาลของโรงเรียนในอำเภอเมืองลำพูน จังหวัดลำพูน ในด้านต่างๆ คือ ปลูกฝังจิตสำนึกต่อหน้าที่ให้มากและปฏิบัติให้ถูกต้องทำให้จริงควรลดอัตตาลง ควรปฏิบัติเป็นตัวอย่างที่ดี วางตัวเป็นกลาง ใช้ระบบคุณธรรมให้มากขึ้นมากที่สุด ไม่เลือกปฏิบัติ ควรชี้แจงทุกเรื่องให้ได้รับทราบอย่างทั่วถึงขึ้น เปิดให้แสดงความคิดเห็นอย่างเสรีแล้วนำสิ่งที่ดีถูกต้องไปปฏิบัติ ใช้แรงจูงใจให้ทุกฝ่ายมีขวัญและกำลังใจในการทำงาน และวางแผนอย่างรอบคอบ คำนึงถึงประโยชน์สูงสุดที่ได้รับ
