จากพงศาวดารปรากฏว่าก่อนสมัยกรุงรัตนโกสินทร์นั้น เมืองพังงาเป็นเมืองแขวงขึ้นอยู่กับเมืองตะกั่วป่า จนกระทั่งถึงสมัยรัชกาลที่ 1 แห่งกรุงรัตนโกสินทร์จึงได้ยกฐานะขึ้นเป็นเมืองเทียบเท่าเมืองตะกั่วป่า เมืองตะกั่วทุ่ง และโอนเมืองจากฝ่ายกรมท่ามาขึ้นเป็นฝ่ายกลาโหมตั้งแต่นั้นมา ต่อมาสมัยรัชกาลที่ 3 ทรงมีพระราชดำริที่จะปรับปรุงบูรณะหัวเมืองชายฝั่งตะวันตกที่ถูกพม่าตี จึงได้แต่งตั้งข้าราชการมาเป็นเจ้าเมือง และให้ขึ้นตรงต่อกรุงเทพฯ โดยแต่งตั้งให้พระยาบริรักษ์ภูธร (แสง ณ นคร) เป็นเจ้าเมืองพังงาคนแรกในปี 2383 ต่อมาเมืองตะกั่วทุ่งถูกยุบเป็นอำเภอขึ้นกับเมืองพังงา ครั้นถึงสมัยรัชกาลที่ 7 เกิดภาวะเศรษฐกิจตกต่ำ ที่ประชุมเทศาภิบาลมณฑลภูเก็ตจึงมีมติให้ยุบเมืองตะกั่วป่าขึ้นกับจังหวัดพังงาด้วย ตั้งแต่ พ.ศ. 2474 เป็นต้นมา แรกเริ่มที่ตั้งเป็นเมืองนั้นสถานที่ราชการอยู่ที่บ้านชายค่าย ต่อมา พ.ศ. 2473 จึงได้มาสร้างศาลากลางจังหวัดขึ้นที่บ้านท้ายช้าง ครั้น พ.ศ. 2515 จึงได้สร้างศาลากลางหลังใหม่ขึ้นบริเวณหน้าถ้ำพุงช้างจนถึงปัจจุบัน

จังหวัดพังงาแบ่งการปกครองออกเป็น 8 อำเภอ คือ อำเภอเมือง อำเภอคุระบุรี อำเภอทับปุด อำเภอกะปง อำเภอตะกั่วทุ่ง อำเภอตะกั่วป่า อำเภอท้ายเหมือง และอำเภอเกาะยาว
