แนวพระราชดำริ :
เมื่อวันที่ 20 กุมภาพันธ์ 2540 สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ได้เสด็จเยี่ยมราษฎรและสมาชิโครงการศิลปาชีพบ้านร่มฟ้าทอง หมู่ 18 ตำบลปอ อำเภอเวียงแก่น จังหวัดเชียงราย มีราษฎรเข้าเฝ้าบนศาลาที่ประทับทรงงาน คือ นางอะตอ แลเชอ อายุ 30 ปี อยู่บ้านไม่มีเลขที่ หมู่ที่ 9 ตำบลปอ อำเภอเวียงแก่น มีสภาพยากจน สามีติดฝิ่น สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ทรงมีพระราชดำริจะให้ทดลองเลี้ยงแกะ เพื่อเอาขนแกะมาทอผ้าคลุมไหล่ แต่ต้องขอนำไปศึกษาดูก่อน และนางมอ แซ่ย่าง อายุ 32 ปี อยู่บ้านเลขที่ 67 หมู่ที่ 9 บ้านห้วยหาน ตำบลปอ อำเภอเวียงแก่น สามีเสียชีวิต สภาพยากจนมาก เลี้ยงไก่ไว้มากแต่เป็นโรคตาย เหลืออยู่ 3 ตัว สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ทรงมีพระราชเสาวนีย์ให้คุณสหัส บุญญาวิวัฒน์ ลองไปสอนให้เลี้ยงไก่อย่างถูกวิธี
ต่อมา ศอป. โครงการพัฒนาเพื่อความมั่นคง (พมพ.) ดอยยาว ดอยผาหม่น ดอยผาจิ ที่บ้านร่มฟ้าทอง ตำบลปอ อำเภอเวียงแก่น จังหวัดเชียงราย จึงได้ประสานกับส่วนราชการที่เกี่ยวข้องดำเนินการจัดหาพื้นที่ในการจัดตั้งโครงการฟาร์มตัวอย่าง และได้พื้นที่พิกัด พีบี 511977 มีเนื้อที่ประมาณ 20 ไร่ เป็นพื้นที่จัดตั้งโครงการฟาร์มตัวอย่าง ต่อมาได้เปลี่ยนชื่อเป็น “โครงการทดลองเลี้ยงแกะและสัตว์ปีกตามพระราชดำริ บ้านร่มฟ้าทอง” ตามวิทยุ ทภ.3/กอ.รมน.ภาค 3 ที่ นร 5106/99 ลงวันที่ 2 กุภาพันธ์ 2541 ศูนย์ประสานงานโครงการอันเนื่องมาจากพระราชดำริ กองอำนวยการรักษาความมั่นคงภายในภาค 3

ที่ตั้งของโครงการ :
บ้านร่มฟ้าทอง หมู่ที่ 18 ตำบลปอ อำเภอเวียงแก่น จังหวัดเชียงราย พิกัด PB 511977 สูงจากระดับน้ำทะเลปานกลาง 1,060 เมตร สนามเฮลิคอปเตอร์ พิกัด PB 512970 สูงจากระดับน้ำทะเลปานกลาง 1,180 เมตร

วัตถุประสงค์โครงการ :
1. เพื่อสนองพระราชประสงค์ของ สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ตามพื้นที่โครงการอัน
เนื่องมาจากพระราชดำริ (พื้นที่ทรงงาน)
2. เพื่อเป็นการส่งเสริมอาชีพแผนใหม่ ลดการตัดไม้ทำลายป่าเพื่อทำไร่เลื่อนลอย และการปลูกพืชเสพติด
3. เพื่อให้ราษฎรมีทักษะในการเลี้ยงสัตว์ที่เหมาะสมกับสภาพพื้นที่
4. เพื่อเพิ่มรายได้ให้กับราษฎรในพื้นที่
5. เพื่อให้ราษฎรมีแหล่งอาหารในพื้นที่
6. เพื่อพัฒนาคุณภาพชีวิตให้กับราษฎรให้ดีขึ้น
7. เพื่อเป็นแหล่งข้อมูลในการถ่ายทอดกรรมวิธีของกิจกรรมที่ดำเนินการในฟาร์มที่ได้ผลให้กับราษฎรในพื้นที่โครงการฯ เพื่อดำเนินการเอง
8. เพื่ออนุรักษ์สภาพป่าไม้ในเขตพื้นที่ ให้คงความอุดมสมบูรณ์ตลอดไป

ลักษณะโครงการ :
เมื่อวันที่ 22 พฤษภาคม 2542 สำนักราชเลขาธิการ ได้แจ้งมายังสำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการเนื่องมาจากพระราชดำริ (สำนักงาน กปร.) ทราบว่าสมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ทรง
พระกรุณารับโครงการพัฒนาเพื่อความมั่นคงพื้นที่ดอยยาว ดอยผาหม่น ดอยผาจิ จังหวัดเชียงราย และจังหวัดพะเยา (เดิม) ไว้เป็นโครงการอันเนื่องมาจากพระราชดำริ
ทั้งนี้ทางโครงการฯ ได้รับการสนับสนุนงบประมาณจากสำนักงาน กปร. เพื่อดำเนินงานตามแผนงานต่าง ๆ ในปี 2540- 2549 ที่ผ่านมารวมทั้งสิ้น 56,010,738 บาท ในหลายโครงการด้วยกันหนึ่งในนั้นก็คือโครงการทดลองเลี้ยงแกะและสัตว์ปีก บ้านร่มฟ้าทอง อำเภอเวียงแก่น จังหวัดเชียงราย โดยมีวัตถุประสงค์ เพื่อเป็นแหล่งถ่ายทอดความรู้และเทคโนโลยีการเลี้ยงสัตว์ให้กับราษฎรในพื้นที่โครงการ ศึกษาวิธีการเลี้ยงสัตว์ในสภาพใกล้เคียงกับสภาพแวดล้อมของเกษตรกร เพื่อให้มีผลผลิตที่ดี โดยเน้นการประยุกต์ เทคโนโลยีให้เหมาะสมกับสภาพของเกษตรกร และใช้วัสดุที่มีในพื้นที่มาใช้ประโยชน์ให้มากที่สุด เพื่อที่ราษฎรสามารถนำไปดำเนินการด้วยตนเองได้ ตลอดจนพัฒนาการเลี้ยงสัตว์ปีกพันธุ์พื้นเมืองที่มีอยู่ในหมู่บ้านให้มีผลผลิตและรายได้ที่ดีขึ้นกว่าเดิม

ผลการดำเนินงานและกิจกรรมโครงการ :
โครงการทดลองเลี้ยงแกะและสัตว์ปีก บ้านร่มฟ้าทอง เป็นแหล่งรายได้เสริมให้กับสมาชิกของโครงการ โดยการจ้างแรงงานจากราษฎรในพื้นที่โครงการฟาร์มตัวอย่างทำการเลี้ยงสัตว์ เป็นการเพิ่มรายได้ให้แก่ราษฎร สามารถสร้างทัศนคติความชำนาญ และทักษะที่ถูกต้องในการจัดการเลี้ยงสัตว์ได้อีกทางหนึ่ง เป็นแหล่งกระจายพันธุ์สัตว์ให้แก่ราษฎรในพื้นที่ เพื่อนำไปเลี้ยงด้วยตนเองในหมู่บ้านและเป็นแหล่งผลิตอาหารโปรตีนให้แก่ราษฎร และเพื่อลดปัญหาการบุกรุกแผ้วถางป่าไม้และการล่าสัตว์ป่ามาเป็นอาหาร มีสำนักงานปศุสัตว์จังหวัดเชียงราย กระทรวงกลาโหม โดยกองทัพภาคที่ 3 กระทรวงเกษตรและสหกรณ์ กรมปศุสัตว์ กรมประมง กรมป่าไม้ และกรมวิชาการเกษตร
