ในรายการ “คืนความสุขให้คนในชาติ” ของคณะรักษาความสงบแห่งชาติ (คสช.) สัปดาห์ที่ ๗ เมื่อวันศุกร์ที่ ๑๑ กรกฎาคม ๒๕๕๗ พลเอก ประยุทธ์ จันทร์โอชา หัวหน้า คสช. ได้กล่าวว่า “น่าจะกำหนด “ค่านิยมหลักของคนไทย” ขึ้น เพื่อสร้างประเทศไทยให้เข้มแข็ง ” ซึ่งได้รวบรวมไว้ ๑๒ ประการ ดังนี้

๔) ใฝ่หาความรู้ หมั่นศึกษา เล่าเรียน ทางตรงและทางอ้อม
๕) รักษาวัฒนธรรมประเพณีไทยอันงดงา ม
๖) มีศีลธรรม รักษาความสัตย์ หวังดีต่อผู้อื่น เผื่อแผ่และแบ่งปัน
๗) เข้าใจ เรียนรู้ การเป็นประชาธิปไตยอันมีพระมหาก ษัตริย์ทรงเป็นประมุขที่ถูกต้อง
๘) มีระเบียบวินัย เคารพกฎหมาย ผู้น้อยรู้จักเคารพผู้ใหญ่

“ค่านิยมหลัก” (Core Values) เป็นแนวความคิดทางวิชาการในการส ร้างพลังให้กับคนในองค์กรด้วยกา รปลูกฝัง “ความเชื่อ” (Belief) ในคุณธรรมความดี เพื่อที่จะผลักดันให้การทำงานสำ เร็จตามเป้าหมายและวัตถุประสงค์ ขององค์กร ซึ่งเหมาะสมกับองค์กรขนาดใหญ่แล ะหลากหลายวัฒนธรรม
ดังนั้น การเสนอ “ค่านิยมหลัก” นี้ นับว่าเป็นความคิดที่ดีในการหลอ มรวมจิตใจของคนไทยไปสู่วิสัยทัศ น์ของประเทศที่ คสช.กำหนดไว้ในแผนพัฒนาเศรษฐกิจ และสังคม ฉบับที่ ๑๑ ว่า “สังคมจะต้องอยู่ร่วมกันอย่างมี ความสุข ความเสมอภาค เป็นธรรม และมีภูมิคุ้มกันต่อการเปลี่ยนแ ปลง” ซึ่งจะเป็นหลักประกันความสำเร็จ ของประเด็น ยุทธศาสตร์ ๙ ประการที่ คสช.ได้เสนอในโอกาสเดียวกันด้วย
นอกจากนั้น ยังเป็นการเตรียมการเพื่อเข้าปร ะชาคมอาเซียนด้วย ทั้งนี้เพราะในปฏิญญาอาเซียนด้า นสังคมและวัฒนธรรมได้กำหนดให้มี การสร้าง “ค่านิยมร่วมอาเซียน” แต่ขณะนี้ประเทศไทยยังไม่มี “ค่านิยมของคนไทย” เนืองจากที่ผ่านมาไม่มีรัฐบาลใด คิดจะทำ จึงส่งผลให้ไทยไม่มีข้อเสนอในด้ านความเอกลักษณ์ของคนไทยที่จะไป หลอมรวมกับประเทศอื่นๆ ได้เลย
การที่นักวิชาการแนะนำให้นำ “ค่านิยม” มาปลูกฝังสั่งสอนให้คนในสังคมปร ะพฤติตนอยู่ในกรอบของคุณธรรมควา มดี อันจะนำมาซึ่งความสงบสุขและสามา รถพัฒนาองค์กรให้เจริญก้าวหน้าข ึ้นนั้น เพราะค่านิยมมีลักษณะเด่น ๓ ประการ คือ
ประการแรก ค่านิยมเป็นสิ่งที่ยึดถือ ยึดมั่นอย่างยืนยงในการปฏิบัติท ี่นำมาซึ่งพฤติกรรมอันดีงามของค นในสังคม
ประการที่สอง ค่านิยมเป็น “ความเชื่อ” จึงทำให้ยอมรับและนำไปสู่การปฏิ บัติด้วยความเต็มใจ
และประการที่สาม ค่านิยมมีลักษณะเปรียบเทียบที่ช ัดเจนในลักษณะขาวกับดำ เช่น ความขยันกับความเกียจคร้าน ความซื่อสัตย์กันความไม่ซื่อสัต ย์ ความพอเพียงกับความฟุ้งเฟ้อ เป็นต้น
ประกอบกับหลักจริยธรรมและกฎหมาย มหาชนยุคใหม่นิยมกำหนดให้ “ทำ และ ไม่ให้ทำ” (Do & Don’t) จึงทำให้ค่านิยมที่มีลักษณะเชิง เปรียบเทียบสามารถนำมาใช้เชื่อม โยงกันได้เป็นอย่างดี
คำว่า “ค่านิยม” นี้บางตำราเรียก “คุณค่า” ซึ่งมาจากคำภาษาอังกฤษว่า “Value” เหมือนกัน
ถ้าจะเปรียบ “ค่านิยม” เป็นวัตถุดิบที่นำไปผลิตลักษณะน ิสัยของคนในสังคม ผลผลิตที่ออกมา คือ “คุณค่า” ที่เกิดเป็นความประพฤติที่ดีงาม ของคนในสังคม หรือเป็นสังคมที่มีคุณค่านั่นเอ ง
