ด้วยสำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ ได้มีหนังสือที่ นร ๑๑๐๕๙๘/๑๗๕๕ ลงวันที่ ๓๐ สิงหาคม ๒๕๔๔ ขอให้กรมชลประทานพิจารณากรณี นายสมศักดิ์ ศรีสมบัติ ประธานกรรมการบริหารองค์การบริหารส่วนตำบลปะแต อำเภอยะหา จังหวัดยะลา ได้มีหนังสือที่ พิเศษ/๒๕๔๔ ลงวันที่ ๒ สิงหาคม ๒๕๔๔ ถึงสำนักราชเลขาธิการ ขอให้นำความกราบบังคมทูลพระกรุณาขอพระราชทานพระมหากรุณาให้ทางราชการก่อสร้างฝายกั้นน้ำธรรมชาติบนภูเขา แล้ววางท่อระบบประปา เพื่อจัดหาน้ำช่วยเหลือราษฎร บ้านดือรง บ้านฆอรอราแม บ้านมาแบ บ้านอุเบ็ง หมู่ที่ ๔ และบ้านมูนุน บ้านจารุ หมู่ที่ ๕ ในการอุปโภค-บริโภค และทำการเกษตร
สำนักชลประทานที่ ๑๖ และเจ้าหน้าที่สำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ พร้อมผู้ร้อง ได้ร่วมตรวจสอบสภาพพื้นที่ จากการศึกษาข้อมูลต่าง ๆ แล้วเห็นว่ามีแนวทางช่วยเหลือราษฎรได้โดยก่อสร้างฝายทดน้ำบ้านฆอรอราแม พร้อมระบบท่อส่งน้ำและถังอุปโภค-บริโภค
