ตำบลท่าสุด ได้แบ่งการปกครองมาจาก ตำบลนางแล จำนวน 8 หมู่บ้าน ในการขอแยกตำบล สภาตำบลนางแลมีความเห็นชอบในการประชุมสภาตำบลครั้งที่ 6/2536 วันที่ 11 มิุนายน 2536 หัวหน้าส่วนราชการ อ.เมือง เชียงรายมีมติเห็นชอบเมื่อวันที่ 8 ก.ค.2536 สมาชิกสภา จ.เชียงราย มีมติเห็นชอบเมื่อ 7 พฤศจิกายน 2537 ประกาศให้จัดตั้งเป็นตำบลเมื่อวันที่ 16 พ.ย.2538 คำว่า "ท่าสุด" มาจากชื่อแม่น้ำที่สำคัญสายหนึ่งซึ่งไหลผ่าน 4 หมู่บ้านในตำบล คือ แม่น้ำข้าวต้มท่าสุด
