กระบวนการที่ใช้ในเวทีประชุมเชิงปฏิบัติการ ผู้วิจัยได้นำเอากระบวนการอบรมเชิงปฏิบัติการ (Building Scenario Together) (Label, 2010) มาปรับใช้ ให้สอดคล้องกับบริบทของท้องถิ่น ในลักษณะของการประชุมเชิงปฏิบัติการให้แล้วเสร็จภายในวันเดียว ในการประชุมแต่ละครั้งได้จัดสถานที่ให้มีความเหมาะสมแบบเป็นกันเอง และมีองค์ประกอบ ที่สำคัญคือ ประการแรก ผู้วิจัยได้ใช้ข้อมูลพื้นฐานซึ่งประกอบด้วยแนวคิดสำคัญของการวิเคราะห์ฉากทัศน์อนาคต (Vander Heijden, 1996 ; Peterson et al, 2003) ข้อสรุปจากการศึกษาบริบทของการจัดสวัสดิการในระดับจังหวัด และผลการประเมินความจำเป็นของครัวเรือน และศักยภาพของชุมชนในการจัดสวัสดิการ ประการที่สอง ผู้เข้าร่วมประชุมได้ทำการระดมสมองเพื่อหาปัจจัยขับเคลื่อนที่มีผลต่อการเปลี่ยนแปลงอย่างสำคัญ และมีความไม่แน่นอนมา 2 ปัจจัย แล้วนำปัจจัยทั้งสองมาสร้างเป็นฉากทัศน์ขึ้นมา 4 กลุ่ม ประการที่สาม มีการแบ่งกลุ่มย่อยเพื่อทำการวิเคราะห์แต่ละฉากทัศน์ และเส้นเวลาที่นำไปสู่อนาคต และประการสุดท้าย นำเอาแต่ละฉากทัศน์ มานำเสนอและมีการประเมินผลกระทบที่เกิดขึ้นของแต่ละฉากทัศน์ต่อระบบสวัสดิการและความอยู่ดีมีสุข
การสรุปผลการระดมความคิดเห็นในแต่ละประเด็นใช้เทคนิคการทำแผนที่ความคิด (Mind Mapping) ตามแนวคิดของโทนี บูซาน (Buzan, 1996) ในการรวบรวมความคิดของผู้ที่เข้าร่วมการประชุมฯ เป็นการถ่ายทอดความรู้ลงมาเป็นเส้นโยงใยอยู่บนประดาษ แทนการเขียนเรียงเป็นบรรทัด จำนวนหลาย ๆ หน้า การทำแผนที่ความคิดจะรวบรวมเป็นแผนภาพได้เพียงแผ่นเดียว สามารถแตกแขนงออกไปเป็นความรู้ และทำให้สามารถจัดระบบความคิดได้ดี และง่ายต่อการจดจำ ในงานวิจัยนี้ผู้วิจัยใช้เทคนิคดังกล่าวเพื่อให้ผู้เข้าร่วมประชุมฯได้ร่วมกันวิเคราะห์ นำเสนอแนวทางในการการจัดสวัสดิการ ขั้นตอนการประชุมฯ มีดังนี้
1) ผู้วิจัยประสานขอใช้สถานที่ห้องประชุมขององค์การบริหารส่วนตำบลเป็นสถานที่ดำเนินการประชุมฯ
2) การติดต่อกลุ่มเป้าหมายเข้าร่วมการประชุมฯ โดยผู้วิจัยได้ประสานกับองค์การบริหารส่วนตำบลทั้ง 3 แห่ง เป็นผู้ทำหนังสือเชิญกลุ่มเป้าหมายโดยตรง พร้อมทั้งนัดหมายวัน เวลา และสถานที่
3) จัดเตรียมสถานที่ดำเนินการประชุม
4) เตรียมทีมผู้การดำเนินการประชุม ผู้จดบันทึก และผู้ช่วย
5) เตรียมแบบยินยอมอาสาสมัครสำหรับโครงการวิจัยทางสังคมศาสตร์ที่มีการถ่ายภาพหรือบันทึกเทปสนทนา หรือบันทึกวีดีโอ
6) บันทึกภาพ บันทึกเทปการประชุมหรือบันทึกวิดีโอ
7) ดำเนินการประชุมฯ โดยผู้วิจัยกล่าวแนะนำตนเองและทีมงาน จากนั้นนำเสนอผลการวิจัย จากการศึกษาบริบทของการจัดสวัสดิการในระดับท้องถิ่น และจากการศึกษาความจำเป็นของครัวเรือนและศักยภาพของรัฐและชุมชนในการจัดสวัสดิการ เพื่อให้ผู้เข้าร่วมประชุมทราบ และเห็นปัญหา/ข้อจำกัด การจัดสวัสดิการในระดับจังหวัด ความจำเป็นของครัวเรือน และศักยภาพของชุมชนในการจัดสวัสดิการ และให้ผู้เข้าประชุมร่วมกันแสดงความคิดเห็น โดยผู้วิจัยเป็นผู้นำเสนอทีละประเด็น ซึ่งผู้เข้าร่วมประชุมฯ จะมีการอภิปรายและร่วมกันแสดงความคิดเห็นจนได้ข้อสรุปที่เป็นเอกฉันท์ บางประเด็นอาจถูกตัดออกไป และอาจมีบางประเด็นที่เพิ่มเข้ามา จากนั้นผู้วิจัยกล่าวสรุปผลการประชุม และกล่าวขอบคุณทุกท่านที่เข้าร่วมการประชุม พร้อมมอบของที่ระลึก
การวิเคราะห์ข้อมูล ผู้วิจัยได้นำปัจจัยที่มีอิทธิพลต่อการพัฒนาสวัสดิการทางเลือกของชุมชน มาใช้เป็นประเด็นในการนำเสนอรูปแบบและแนวทางในการจัดสวัสดิการทางเลือกของชุมชน โดยพิจารณาจากข้อมูลการจดบันทึก และการสรุปผลการประชุมฯ ในแต่ละประเด็น ซึ่งเกิดขึ้นขณะดำเนินการประชุมฯ ประกอบกับการพิจารณาความสอดคล้อง (Relevance) หรือความไว้ใจได้ (Credibility) ของผู้นำชุมชนระดับตำบล/หมู่บ้าน ที่เกี่ยวข้องกับการจัดสวัสดิการ (อมรรัตน์ รัตนศิริ, 2552) เพื่อสรุปองค์ความรู้ที่ได้จากการประชุมเชิงปฏิบัติการฯ และเขียนรายงานข้อมูลในเชิงคุณภาพ เกี่ยวกับรูปแบบและแนวทางในการจัดสวัสดิการทางเลือกของชุมชน โดยอธิบายและสรุปเป็นใจความสำคัญในแต่ละประเด็น
