Nussbaum) และ แฟรงค์ ดับเบิ้ลยู รัสเซล (Frank W. Russell) กล่าวว่า มนุษย์ได้เขียนถึงความสัมพันธ์ระหว่างประเทศมาเป็นระยะเวลากว่าสี่พันปี (ศิโรตม์ ภาคสุวรรณ, 2542, หน้า 7)
หนังสือเล่มนี้ประกอบด้วยเนื้อหาที่เกี่ยวข้องกับความสัมพันธ์ระหว่างประเทศในด้านความรู้ทั่วไป แนวคิด ทฤษฎี ปัจจัยที่เป็นตัวกำหนดความสัมพันธ์ พฤติกรรม เครื่องมือที่ใช้ในการดำเนินความสัมพันธ์ การต่างประเทศของไทย ความสัมพันธ์ระหว่างประเทศไทยกับรัฐชาติต่างๆ ทั้งนี้ก็เพื่อให้ผู้อ่านมีความรู้ความเข้าใจเกี่ยวกับความสัมพันธ์ระหว่างประเทศได้มากยิ่งขึ้น และบทสุดท้ายผู้เขียนได้วิเคราะห์สถานการณ์ความสัมพันธ์ระหว่างประเทศในอนาคตไว้อีกด้วย


ความหมาย
ก่อนที่จะทำความเข้าใจในหลักการต่างๆ ของความสัมพันธ์ระหว่างประเทศนั้น เราคงต้องทราบถึงความหมายของความสัมพันธ์ระหว่างประเทศเสียก่อน ความหมายของความสัมพันธ์ระหว่างประเทศนั้น มี 2 นัย ได้แก่
1. นัยของสาขาวิชา
ความหมายของความสัมพันธ์ระหว่างประเทศที่ถือเป็นศาสตร์หนึ่งนั้น ได้มีผู้ให้ความหมาย เช่น

จะเห็นได้ว่าความหมายทั้ง 3 ข้างต้น ได้ให้ความหมายของวิชาความสัมพันธ์ระหว่างประเทศตามนัยของสาขาวิชานั้นใกล้เคียงกันพอสมควร และการศึกษาเกี่ยวกับวิชาความสัมพันธ์ระหว่างประเทศ มักศึกษาอยู่ในชั้นเรียนของวิชารัฐศาสตร์หรือคณะรัฐศาสตร์เป็นส่วนใหญ่ อาจสรุปได้ว่าวิชาความสัมพันธ์ระหว่างประเทศเป็นส่วนหนึ่งของวิชารัฐศาสตร์ ซึ่งมักเกี่ยวข้องกับนโยบายต่างประเทศและตัวแสดงทั้งที่เป็นรัฐชาติและไม่ใช่รัฐชาติ
