ธนาคารพาณิชย์ที่อาจเข้าข่ายได้รับการคัดเลือกเป็น QABs จะต้องเป็นธนาคารพาณิชย์สัญชาติอาเซียน มีที่ความแข็งแกร่ง และผ่านเกณฑ์การคัดเลือกของ Host country ทั้งนี้ ก็เพื่อเป็นการส่งเสริมการกำกับดูแลและรักษาเสถียรภาพในระบบการเงินของสมาชิกอาเซียน
การรวมตัวทางการเงินของ AEC จะคุยกันใน 4 ประเด็นหลัก ได้แก่
(1) ด้านผู้ให้บริการทางการเงิน เช่น ภาคธนาคาร
(2) ด้านระบบการชาระเงิน เช่น การโอนเงิน การเชื่อมโยงระบบ ATM
(3) ด้านการผ่อนคลาย ระเบียบการเคลื่อนย้ายเงินทุน เช่น การอนุญาตให้นาเงินเข้า-ออก
(4) ด้านตลาดทุน เช่น การเชื่อมโยง การซื้อขายหุ้นในตลาดหลักทรัพย์ข้ามพรมแดนของ ประเทศสมาชิกอาเซียน โดยการส่งเสริมจากภาครัฐ
