ประวัติความเป็นมา
วังเจ้าเมืองพัทลุงประกอบด้วย "วังเก่า" และ "วังใหม่" เหตุที่เรียกเรือนที่พักเจ้าเมืองพัทลุงว่า "วัง" นั้น มีผู้อธิบายไว้ว่า เจ้าเมืองคือ ผู้เป็นเจ้าแห่งเมือง มีอำนาจสิทธิ์ขาดในบ้านเมืองโดยได้รับพระราชทานอาญาสิทธิ์จากพระมหากษัตริย์ หรือเรียกกันอีกอย่างว่า "กินเมือง" เจ้าเมืองมีอำนาจและฐานะต่างพระเนตรพระกรรณ ย่อมถือเสมอว่าเป็นเจ้า ที่อยู่ของท่านเจ้าเมืองจึงต้องเรียกว่า "วัง"
ด้วย วังเก่าผู้สร้างและเป็นเจ้าของวัง คือ พระยาอภัยบริรักษ์ (น้อย) ซึ่งเป็นเจ้าเมืองพัทลุงระหว่างปี พ.ศ.๒๔๑๒-๒๔๓๑ แต่ก่อนโปรดเกล้า ฯ ให้เป็นเจ้าเมืองพัทลุง ท่านเป็นเจ้าเมืองปะเหลียนหัวเมืองจัตวาขึ้นกับเมืองพัทลุง ในปี พ.ศ.๒๔๑๐ ภายหลังพระยาพัทลุง (ทับ) ถึงแก่อนิจกรรมด้วยโรคลมปัจจุบัน พระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัว รัชกาลที่ ๔ มีพระประสงค์จะให้พระยาวรนารถสัมพันธ์พงษ์ (น้อย) เจ้าเมืองปะเหลียน มาเป็นเจ้าเมืองพัทลุง แต่ยังไม่ทันโปรดเกล้า ฯ พระองค์ก็เสด็จสวรรคตเสียก่อน พระยาวรนาถสัมพันธ์พงษ์ (น้อย) จึงรั้งเมืองพัทลุง (รักษาราชการเจ้าเมืองพัทลุง)


จนเมื่อ พ.ศ.๒๔๑๒ พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว รัชกาลที่ 5 จึงโปรดเกล้า ฯ แต่งตั้งให้เป็น พระยาอภัยบริรักษ์จักรวิชิตพิพิธภักดีพิริยพาหะ เจ้าเมืองพัทลุง พระยาอภัยบริรักษ์ (น้อย) ได้สร้างที่พำนัก ซึ่งใช้เป็นที่ว่าราชการเมืองด้วย แต่ไม่ปรากฏหลักฐานแน่ชัดว่าสร้างในสมัยใด ท่านดำรงตำแหน่งเจ้าเมืองพัทลุงอยู่ ๑๙ ปี จนถึง พ.ศ.๒๔๓๑ จึงได้กราบทูลลาออกจากราชการ ด้วยมีความชราภาพและทุพพลภาพจักษุมืดมัวแลไม่เห็นทั้งสองข้าง เข้าใจว่าตาเป็นต้อกระจก ซึ่งในสมัยนั้นไม่มีทางรักษาให้หายได้
พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว จึงโปรดเกล้า ฯ ให้เป็นจางวางกำกับราชการ (ที่ปรึกษาราชการ) และพระราชทานราชทินนามให้เป็นพระยาวรวุฒิไวยวัฒลุงควิสัยอิศรศักดิ์พิรักษ์ราชกิจนริศราชภักดีอภัยพิริยพาหะและโปรดเกล้า ฯ ให้หลวงจักรานุชิต (เนตร) บุตรชายคนโตซึ่งเป็นผู้ช่วยราชการเมืองพัทลุงอยู่นั้น เป็นพระยาอภัยบริรักษ์ ฯ เจ้าเมืองพัทลุงคนต่อมา พระยาวรวุฒิไวย ฯ (น้อย) ได้พำนักอยู่ที่วังเก่าจนถึงอนิจกรรมเมื่อปี พ.ศ.๒๔๔๖ วังเก่าจึงตกเป็นมรดกแก่บุตรชายของท่าน คือหลวงศรีวรวัตร (พิณ จันทโรจวงศ์) หลังจากนั้นก็ตกเป็นมรดกของคุณยายประไพ มุตตามระ บุตรีของหลวงศรีวรวัตร ซึ่งมีศักดิ์เป็นหลานของพระยาวรวุฒิไวย ฯ ก่อนจะมอบให้แก่กรมศิลปากร


วังใหม่พระยาอภัยบริรักษ์ ฯ (เนตร) เป็นผู้สร้างวังใหม่ ภายหลังได้รับพระกรุณาโปรดเกล้า ฯ ให้เป็นพระยาอภัยบริรักษ์ ฯ เจ้าเมืองพัทลุง เมื่อปี พ.ศ.๒๔๓๔ วังใหม่สร้างขึ้นด้านหลังวังเก่าทางด้านทิศใต้ติดกับคลองลำปำ จึงมีชาวบ้านเรียกวังใหม่นี้ว่า "วังชายคลอง" หรือ "วังใหม่ชายคลอง" แต่ไม่เป็นที่นิยมเรียกเท่าชื่อ "วังใหม่"
ช่วงที่พระยาอภัยบริรักษ์ (เนตร) ปกครองเมืองพัทลุง เป็นช่วงที่พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัวทรงมีนโยบายปฏิรูปการปกครองหัวเมือง จากการปกครองระบบศักดินาแบบเดิมเป็นระบบมณฑลเทศาภิบาล ขึ้นตรงต่อกระทรวงมหาดไทย เป็นการรวมอำนาจการบริหารการปกครองส่วนภูมิภาคขึ้นตรงกับองค์การบริหารส่วนกลาง การปฏิรูปการปกครองส่วนภูมิภาค วิธีนี้ จึงเป็นการยกเลิกเจ้าผู้ครองนคร เจ้าเมือง เจ้าประเทศราช โดยปริยาย ปี พ.ศ.๒๔๓๙ โปรดเกล้า ฯ ให้ตั้งมณฑลนครศรีธรรมราช โดยเอาเมืองนครศรีธรรมราช สงขลาและพัทลุง เข้าเป็นมณฑล ถึงปี พ.ศ.๒๔๔๓ ได้มีการปรับเปลี่ยนตำแหน่งเจ้าเมืองเป็นผู้ว่าราชการเมืองในระบบใหม่ พระยาอภัยบริรักษ์ (เนตร) จึงเป็นเจ้าเมืองพัทลุงในระบบศักดินาคนสุดท้าย และเป็นผู้ว่าราชการเมืองพัทลุงในระบบใหม่คนแรก
เรือพัทลุงภายหลังการปฏิรูปการปกครองเป็นมณฑลนครศรีธรรมราช ในสมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว เมืองพัทลุงได้รวมเข้ากับมณฑลนครศรีธรรมราชโดยมีที่ทำการมณฑลอยู่ที่เมืองสงขลา เนื่องจากมณฑลนครศรีธรรมราช เป็นหัวเมืองชายทะเล เพื่อความสะดวกในการติดต่อคมนาคมต่อราชการของมณฑลนครศรีธรรมราช รัฐบาลกลางจึงได้จัดส่งเรือสำหรับใช้ประโยชน์ทางราชการไปประจำที่มณฑลนครศรีธรรมราช จำนวน ๓ ลำ คือเรือขนาดใหญ่ ๑ ลำ ขนาดกลาง ๑ ลำ และขนาดเล็ก ๑ ลำ เรือของทางราชการทั้ง ๓ ลำ ระยะแรกยังไม่มีชื่อที่แน่นอน ต่อเมื่อสมเด็จพระเจ้าบรมวงศ์เธอ เจ้าฟ้ากรมหลวงลพบุรีราเมศวร์ ดำรงตำแหน่งเป็นข้าหลวงเทศาภิบาลและอุปราชมณฑลปักษ์ใต้ (พ.ศ.๒๔๕๓-๒๔๖๙) จึงได้มีการขนานนามชื่อเรือทั้ง ๓ ลำ ดังนี้ เรือขนาดใหญ่ชื่อว่า "เรือมณฑลนครศรีธรรมราช"
