โครงการอนุรักษ์และพื้นฟูสภาพป่าบริเวณป่าสงวนแห่งชาติป่ากุยบุรี

ในปี พ.ศ. 2540ช้างป่าจำนวน 2 ตัว เสียชีวิตเพราะได้รับสารพิษจากการทำไร่สับปะรดบริเวณพื้นที่บ้านรวมไทยหมู่ที่ 7 ตำบลหาดขาม อำเภอกุยบุรี และช้างป่าจำนวน 1 ตัว ถูกยิงเสียชีวิตและถูกเผาทิ้งด้วยยางรถยนต์บริเวณบ้านพุบอน หมู่ที่ 8 ตำบลหาดขาม อำเภอกุยบุรีเนื่องจากเข้ามากินสับปะรดที่ราษฎรได้ปลูกไว้ ซึ่งเหตุการณ์ช้างป่าเสียชีวิตทั้ง 2กรณีสื่อต่าง ๆ ทั้งวิทยุ โทรทัศน์ และหนังสือพิมพ์ได้กระจายข่าวออกไปอย่างกว้างขวาง
จากกรณีดังกล่าว พระบาทสมเด็จพระเจ้าอยู่หัว ทรงมีพระราชดำริเมื่อวันที่19 มิถุนายน 2540 สรุปได้ว่า “ให้ดำเนินการอนุรักษ์และฟื้นฟูสภาพป่าบริเวณป่าสงวนแห่งชาติป่ากุยบุรีโดยใช้รูปแบบในการฟื้นฟูเช่นเดียวกับการดำเนินงานของโครงการศูนย์ศึกษาการพัฒนาห้วยทรายฯจังหวัดเพชรบุรี และโครงการฟื้นฟูที่ดินเสื่อมโทรมเขาชะงุ้มฯ จังหวัดราชบุรี”
พระราชดำริเมื่อวันที่ 19 มิถุนายน 2540 พระบาทสมเด็จพระเจ้าอยู่หัวมีพระราชดำริกับแม่ทัพภาคที่ 1 พลโทวินิจ กระจ่างสนธิ์ ณพระราชวังไกลกังวล อำเภอหัวหิน จังหวัดประจวบคีรีขันธ์ให้ดำเนินการตรวจสอบสภาพพื้นที่ เพื่อดำเนินการอนุรักษ์และฟื้นฟูสภาพป่าบริเวณพื้นที่ป่าสงวนแห่งชาติป่ากุยบุรี โดยทรงมีพระราชวินิจฉัยให้ดำเนินการแก้ไขปัญหาในพื้นที่ดังกล่าวโดยใช้รูปแบบในการฟื้นฟูเช่นเดียวกับการดำเนินงานโครงการศูนย์ศึกษาการพัฒนาห้วยทรายอันเนื่องมาจากพระราชดำริจังหวัดเพชรบุรี และโครงการฟื้นฟูที่ดินเสื่อมโทรมเขาชะงุ้มอันเนื่องมาจากพระราชดำริจังหวัดราชบุรี
พระราชดำริเมื่อวันที่ 29พฤษภาคม 2541
ê ให้ปลูกป่าโดยไม่ต้องปลูกโดยปล่อยให้ขึ้นเองตามธรรมชาติซึ่งจะทำให้ประหยัดงบประมาณไปได้มาก
