แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 11 มีแนวคิดตามกรอบของ “ปรัชญาเศรษฐกิจพอเพียง” โดยมี “คนเป็นศูนย์กลางการพัฒนา” และเชื่อมโยงทุกมิติของการพัฒนาอย่างบูรณาการ ประกอบด้วย 6 ยุทธศาสตร์หลัก ดังต่อไปนี้
1) ยุทธศาสตร์การสร้างความเป็นธรรมในสังคม
2) ยุทธศาสตร์การพัฒนาคนสู่สังคมแห่งการเรียนรู้อย่างตลอดชีวิตอย่างยั่งยืน

4) ยุทธศาสตร์การปรับโครงสร้างทางเศรษฐกิจสู่การเติบโตอย่างมีคุณภาพและยั่งยืน
