จากเอกสาร บทความทางวิชาการ หรืองานวิจัย ทำให้พบปัญหาเกี่ยวกับระบบการศึกษาของไทยตั้งแต่อดีตจนถึงปัจจุบัน ซึ่งมีอยู่หลายประการ และยังเป็นปัญหาเรื้อรังไว้ ซึ่งปัญหาต่างๆนั้น เป็นปัญหาที่มีความสำคัญยิ่งที่จะพัฒนาประเทศให้เจริญก้าวหน้าได้เพราะเป็นเสมือนแม่พิมพ์ที่คอยกำหนดทิศทางของประเทศชาติ ซึ่งปัญหาต่างๆมีดังนี้
1. ปัญหาครู เรื่องที่สําคัญ ได้แก่ ปัญหาการผลิตครูที่ยังไม่สามารถผลิตให้ได้ในปริมาณที่เหมาะสม เพียงพอในทุกระดับการศึกษาและสาขาวิชา ซึ่งเรื่องสาขาวิชาจะพบบ่อยมาก ที่ครูจบสาขาหนึ่งกลับต้องมาสอนอีกสาขาหนึ่งที่ตนไม่ได้มีความชำนาญ ทําให้เกิดปัญหาด้านประสิทธิภาพทางความรู้ตามมา ส่วนปัญหาคุณภาพครูแม้จะจบสายตรงมายังพบว่ายังมีครูบางส่วนที่ยังไม่ได้มาตรฐานด้านความรู้ที่ดีเพียงพอที่จะถ่ายทอดให้กับผู้เรียน นอกจากนี้ ครูบางส่วนยังขาดความตระหนักในหน้าที่ ความรับผิดชอบ ขาดคุณธรรมจริยธรรม รวมทั้งปัญหาหนี้สินของครู ซึ่งเป็นเหตุให้ครูขาดขวัญกําลังใจในการทํางาน และมีคุณภาพชีวิตลดลง ทําให้อุทิศตนต่อการปฏิบัติหน้าที่ ที่รับผิดชอบได้ไม่เต็มที่ ปัญหาทั้งหมดที่กล่าวมาทําให้ผลสัมฤทธิ์ในการเรียนการสอนของผู้รับการศึกษาหรือผู้เรียนและคุณภาพการศึกษาโดยรวมของประเทศลดลงไปด้วย

3. ปัญหาระบบการบริหารจัดการ เรื่องที่สําคัญ ได้แก่ ปัญหาในเรื่องโครงสร้างการบริหารจัดการ การศึกษา ปัญหาการกระจายอํานาจการบริหารและจัดการการศึกษาจากส่วนกลางสู่เขตพื้นที่การศึกษา และ สถานศึกษา หน่วยที่นําไปปฏิบัติยังไม่มีความเป็นอิสระและคล่องตัวในการบริหารงานและจัดการศึกษา เท่าที่ควร
