จังหวัดพิษณุโลก เป็นจังหวัดในภาคกลางของประเทศไทย (แบ่งโดยคณะกรรมการภูมิศาสตร์แห่งชาติและราชบัณฑิตยสภา) หรือภาคเหนือตอนล่าง (แบ่งเขตตามการพยากรณ์อากาศและเศรษฐกิจ สังคม) มีประชากรในปี พ.ศ. 2558 จำนวน 863,404 คน[2] มีพื้นที่ 10,815.854 ตารางกิโลเมตร ติดต่อกับจังหวัดอุตรดิตถ์ทางทิศเหนือ จังหวัดสุโขทัยทางทิศตะวันตก จังหวัดเลยและจังหวัดเพชรบูรณ์ทางทิศตะวันออก และจังหวัดพิจิตรและจังหวัดกำแพงเพชรทางทิศใต้ และติดต่อกับประเทศลาวทางทิศตะวันออกเฉียงเหนือ มีเทศบาลนครพิษณุโลกเป็นเมืองศูนย์กลางของจังหวัดและเป็นที่ตั้งศาลากลางจังหวัด

ที่ตั้งตัวเมืองเก่าในปัจจุบันคือ บริเวณวัดจุฬามณี ซึ่งเป็นวัดเก่าแก่ของพิษณุโลก แต่เมื่อประมาณพุทธศักราช 1900 พระมหาธรรมราชาที่ 1 (ลิไท) ได้โปรด ให้ย้ายเมืองสองแคว มาตั้งอยู่ ณ บริเวณตัวเมืองในปัจจุบัน และยังคงเรียกกันติดปากว่า เมืองสองแคว เรื่อยมา
