4.4 บทบาทด้านสิทธิมนุษยชนของอาเซียนตามหลักปฏิญญาอาเซียน
ความร่วมมือด้านสิทธิมนุษยชนของอาเซียนในเวทีโลก เห็นได้จากการแถลงการณ์พนมเปญว่าด้วยสิทธิมนุษยชน (AHRD) ในโอกาสประชุมสุดยอดอาเซียน ครั้งที่ 21 ดังนี้
4.4.1 มุ่งมั่นในการส่งเสริมและคุ้มครองสิทธิมนุษยชนและอิสรภาพขั้นพื้นฐาน รวมถึงหลักการแห่งประชาธิปไตย หลักนิติธรรม และธรรมาภิบาล ตามที่บัญญัติไว้ใน กฎบัตรอาเซียน
4.4.2 กำหนดพันธกิจด้านสิทธิมนุษยชนของอาเซียน และรัฐสมาชิกให้สอดคล้องกับกฎบัตรสหประชาชาติ ปฏิญญาสากล ปฏิญญาเวียนนา และแผนปฏิบัติว่าด้วยเรื่องสิทธิมนุษยชน
4.4.3 คณะกรรมาธิการระหว่างรัฐบาลอาเซียนว่าด้วยสิทธิมนุษยชน ในฐานะเป็น สถาบันสูงสุดด้านสิทธิมนุษยชนของอาเซียนมุ่งนั่นจะสร้างชุมชนที่ประชาชนเป็นศูนย์กลาง อาเซียนภายใต้หลักการดังนี้
1. รับรอง ปฏิญญาอาเซียนว่าด้วยสิทธิมนุษยชน (AHRD)
2. นำปฏิญญาอาเซียนว่าด้วยสิทธิมนุษยชนไปปฏิบัติ เพื่อการคุ้มครองสิทธิมนุษยชนในภูมิภาค
3. นำปฏิญญาอาเซียนว่าด้วยสิทธิมนุษยชนมาปฏิบัติให้กับหลักการของกฎบัตรสหประชาชาติ และปฏิญญาสากลว่าด้วยสิทธิมนุษยชน จากบทบาทดังกล่าว แสดงให้เห็นว่าการละเมิดสิทธิมนุษยชนเป็นปัญหาท้าทายสำคัญของอาเซียน และเป็นอุปสรรคต่อการสร้างประชาคมอาเซียนและความมั่นคงใน พ.ศ. 2558 อาเซียนจึงมุ่งมั่นในการแก้ปัญหาการละเมิดสิทธิมนุษยชนต่อไป
