อุทยานตั้งอยู่ในท้องที่ตำบลศรีฐาน อำเภอภูกระดึง จังหวัดเลย ครอบคลุมพื้นที่ 348.12 ตารางกิโลเมตร (217,575 ไร่) ลักษณะภูมิประเทศเป็นภูเขาหินทรายยอดตัด โดยมีที่ราบบนยอดภูกระดึง ประมาณ 60 ตารางกิโลเมตร (37,500 ไร่) มีความสูงอยู่ระหว่าง 400-1,200 เมตรจากระดับน้ำทะเล จุดสูงสุดอยู่ที่บริเวณคอกเมฆ มีความสูง 1,316 เมตร
