ตามที่กรมสรรพากรได้ออกประกาศอธิบดีกรมสรรพากรเกี่ยวกับภาษีมูลค่าเพิ่ม เรื่อง กำหนดข้อความใน ใบกำกับภาษี , ใบเพิ่มหนี้ , ใบลดหนี้ และกำหนดแบบ หลักเกณฑ์ วิธีการและเงื่อนไขเกี่ยวกับการจัดทำรายงาน การลงรายการในรายงานการเก็บใบกำกับภาษี ซึ่งกำหนดให้เอกสารและรายงานดังกล่าวที่จัดทำขึ้นตั้งแต่วันที่ 1 มกราคม 2557 เป็นต้นไป ทั้งของผู้ซื้อสินค้าหรือผู้รับบริการ และ ผู้ขายสินค้าหรือผู้ให้บริการ ต้องมีเลขประจำตัวผู้เสียภาษีอากร 13 หลัก และข้อความว่า “สำนักงานใหญ่” หรือ “สาขาที่....” ตามที่อยู่ของผู้ขาย และผู้ซื้อสินค้าและบริการ ซึ่งต้องเป็นสถานประกอบการตามที่ปรากฏในใบทะเบียนภาษีมูลค่าเพิ่ม (ภ.พ.๒๐) ของผู้ขายและผู้ซื้อสินค้าและบริการ
