ใน พ.ศ. 2440 พระองค์ได้ทรงจัดตั้งโรงเรียนสอนกฎหมายในประเทศไทยขึ้นเป็นครั้งแรก โดยยืมสถานที่ของกระทรวงยุติธรรมเป็นสถานที่สอน อันถือเป็นรากฐานสำคัญของการก่อตั้งวิชานิติศาสตร์ของมหาวิทยาลัยต่าง ๆ ในปัจจุบัน
