ด้านแรงงานและการศึกษา ไทยได้รับประโยชน์จากกิจกรรมในกรอบคณะทำงานด้านการพัฒนาทรัพยากรมนุษย์ (Human Resource Development Working Group) ซึ่ง มุ่งเน้นการแลกเปลี่ยนการฝึกอบรมแรงงาน การพัฒนาหลักสูตรการเรียนการสอน นอกจากนี้ ตามแนวคิดการเจริญเติบโตอย่างเท่าเทียม เอเปคจะดำเนินโครงการพัฒนาทักษะที่จะเป็นสำหรับแรงงานด้อยโอกาสต่อไป
