ความเป็นมา :เมื่อวันที่ 4 ธันวาคม 2536 พระบาทสมเด็จพระเจ้าอยู่หัวได้พระราชทานพระราชดำริให้ดำเนินการก่อสร้างอ่างเก็บน้ำที่แม่น้ำนครนายกซึ่งกรมชลประทานได้พิจารณาวางโครงการก่อสร้างเขื่อนคลองท่าด่านที่บ้านท่าด่าน ตำบลหินตั้งอำเภอเมือง จังหวัดนครนายกเพื่อบรรเทาปัญหาอุทกภัยในเขตจังหวัดนครนายก เป็นแหล่งเก็บกักน้ำเพื่อการเกษตรและอุปโภค-บริโภค รวมทั้งช่วยแก้ไขปัญหาดินเปรี้ยวโดยคณะรัฐมนตรีได้มีมติเมื่อวันที่ 13กุมภาพันธ์ 2539 และวันที่ 18 พฤษภาคม2547 เห็นชอบโครงการก่อสร้างเขื่อนคลองท่าด่านอันเนื่อง มาจากพระราชดำริ ปี2540-2546 ในวงเงิน 10,193ล้านบาท พร้อมทั้งอนุมัติแผนปฏิบัติงานป้องกันแก้ไขและติดตามตรวจสอบผลกระทบสิ่งแวดล้อมโครงการฯ ปี 2540-2551 ในวงเงิน 990 ล้านบาทซึ่งพระบาทสมเด็จพระเจ้าอยู่หัวได้เสด็จพระราชดำเนินทรงวางศิลาฤกษ์เขื่อนขุนด่านปราการชล เมื่อวันที่ 2 มิถุนายน2544
