3.ความเป็นมาของโครงการ
เมื่อปี 2505 นายเปรม อักษรสว่าง สมาชิกสภาจังหวัดพัทลุงและนายกพุทธิกสมาคมบางแก้ว ได้นำสมาชิกฯ ยุวกสิกรและประชนประมาณ 500 คน ขุดลอกเหมืองส่งน้ำจากคลองตะโหมดหรือ คลองท่าเชียดเพื่อนำไปใช้ในเขตอำเภอเขาชัยสน จังหวัดพัทลุง แต่ไม่ได้ผล เนื่องจากจะต้องขุดเหมืองส่งน้ำลึกประมาณ 5-6 เมตร ซึ่งเกินกำลังที่เกษตรกรจะทำได้ ต้องใช้เทคนิคและเครื่องจักรเครื่องมือใน การดำเนินงาน จึงร้องเรียนผ่านชลประทานภาคใต้ในสมัยนั้น ขอให้พิจารณาเปิด โครงการท่าเชียดขึ้น เพื่อช่วยเหลือพื้นที่เพาะปลูกดังกล่าวชลประทานภาคใต้ได้ส่งเจ้าหน้าที่ไป พิจารณาเห็นว่าลู่ทางที่จะเปิดการก่อสร้างโครงการฯ ขึ้นได้จึงส่งเจ้าหน้าที่ออกไปทำการสำรวจรายละเอียดภูมิประเทศและสถิติต่าง ๆ เพื่อนำมาวางโครงการและออกแบบ และได้ก่อสร้างโครงการเสร็จสิ้นในปี พ. ศ.2514 มีพื้นที่ทั้งหมด 121,527 ไร่ พื้นที่ชลประทาน 100,000 ไร่
วันที่ 14 กันยายน 2520 พระบาทสมเด็จพระเจ้าอยู่หัวได้มีพระราชดำริให้กรมชลประทานพิจารณาโครการชล ประทานเพื่อช่วยเหลือการทำนาในเขตจังหวัดพัทลุง ต่อมาสำนักงานชลประทานที่ 12 (ปัจจุบันคือสำนักชลประทานที่ 16) ได้รับหนังสือจากอำเภอตะโหมด ที่ พท. 0616/256 ลงวันที่ 25 มกราคม 2532 ขอให้พิจารณาความเป็นไปได้โครงการอ่างเก็บน้ำโละหนุน ตามพระราชดำริ เพื่อช่วยเหลือพื้นที่เพาะปลูกในเขตโครงการชลประทานท่าเชียด จำนวน 100,000 ไร่ และลดอันตรายจากอุทกภัยในเขตอำเภอตะโหมด อำเภอเขาชัยสน จังหวัดพัทลุง

4.วัตถุประสงค์
1. เพื่อเป็นแหล่งน้ำต้นทุนช่วยเหลือการเพาะปลูกให้แก่โครงการส่งน้ำและบำรุง รักษาท่าเชียด จังหวัดพัทลุง แก้ไขปัญหาการขาดแคลนน้ำในภาวะฝนทิ้งช่วง
2. เพื่อช่วยเหลือการเพาะปลูกและช่วยบรรเทาอุทกภัยในฤดูฝน ในเขตอำเภอตะโหมด อำเภอเขาชัยสน จังหวัดพัทลุง และเป็นแหล่งท่องเที่ยวหรือพักผ่อนของประชาชนบริเวณใกล้เคียง
3. เพื่อเป็นแหล่งน้ำสำหรับช่วยเหลือการอุปโภค - บริโภค
4. เพื่อเป็นแหล่งเพาะพันธุ์สัตว์น้ำ
