เป้าหมายหลักของคณะกรรมการจัดการภัยพ

เป้าหมายหลักของคณะกรรมการจัดการภัยพิบัติอาเซียน คือ ร่วมกันจัดทำโครงการจัดการภัยพิบัติในภูมิภาคอาเซียน หรือ ASEAN Regional Programme on Disaster Management (ARPDM ) เพื่อกำหนดกรอบความร่วมมือ กำหนดยุทธศาสตร์ในการบริหารจัดการ กำหนดงานและกิจกรรมเร่งด่วนตามลำดับก่อนหลัง เพื่อลดภัยพิบัติ ดังนั้น งานสำคัญเร่งด่วนของ ARPDM คือ การสร้างกรอบการทำงานบริหารจัดการภัยพิบัติในภูมิภาคอาเซียน ภายใต้กรอบการดำเนินงานนี้จะมีการพัฒนาความตกลงในภูมิภาคว่าด้วยการจัดการภัยพิบัติ และการทำงานในภาวะฉุกเฉิน, พัฒนามาตรฐานการทำงานช่วยเหลือในยามเกิดภัยพิบัติตามความตกลง, เสริมสร้างประสิทธิภาพในการทำงานของคณะทำงานในแต่ละประเทศสมาชิกเพื่อช่วยเหลือแบบฉุกเฉินฉับพลันในยามเกิดภัยพิบัติ และ จัดกิจกรรมซ้อมรับมือภัยพิบัติในอาเซียนอย่างสม่ำเสมอ

          สำหรับแผนปฏิบัติการภายใต้ความตกลงฯ ของคณะกรรมการจัดการภัยพิบัติกับอาเซียน ประจำปี พ.ศ. 2553 – พ.ศ. 2558  (ค.ศ. 2010- ค.ศ. 2015) ได้มีการกำหนดไว้ 4 ด้าน เพื่อการปฏิบัติให้เป็นไปในทิศทางเดียวกันของชาติสมาชิก ได้แก่

           1. การประเมินความเสี่ยง การแจ้งเตือนล่วงหน้า

           2. การเตรียมความพร้อม และตอบโต้

           3. การป้องกันและบรรเทาภัยพิบัติ 

           4. การบูรณะฟื้นฟู

          ทั้งนี้ คณะกรรมการอาเซียนได้ร่วมจัดทำแผนปฏิบัติการระดับภูมิภาค (ASEAN Regional Programme on Disaster Management-ARPDM) ขึ้น เพื่อเป็นกลไกผลักดันให้มีการดำเนินกิจกรรมที่สอดคล้องตามความตกลงอาเซียนดังกล่าว โดยได้ระบุกิจกรรมสำคัญเร่งด่วน 5 กิจกรรมแรก ได้แก่

           1. การจัดทำแผนปฏิบัติการด้านการเผชิญเหตุของภูมิภาคอาเซียน

           2. การปรับปรุงหลักสูตร และการพัฒนาผู้เชี่ยวชาญ

           3. การพัฒนาเวปไซต์ ACDM และเวปไซต์ของหน่วยงานที่รับผิดชอบด้านการจัดการภัยพิบัติของประเทศสมาชิก และการจัดทำจดหมายข่าว (Newsletter) ด้านการจัดการภัยพิบัติ

           4. การแสวงหาหุ้นส่วนร่วมดำเนินการ การระดมทรัพยากรสนับสนุนด้านการเงินและทรัพยากร

           5. การจัดงานวันจัดการภัยพิบัติของอาเซียน การดำเนินการโครงการจัดพิมพ์เอกสาร การส่งเสริมการศึกษา และการเสริมสร้างจิตสำนึก

           สำหรับประเทศไทยได้ดำรงตำแหน่งประธานคณะกรรมการอาเซียนด้านการจัดการภัยพิบัติ ใน พ.ศ. 2555 และไทยก็ได้รับมอบหมายให้เป็นประเทศแกนนำในการดำเนินกิจกรรมลำดับที่ 5 คือ วันจัดการภัยพิบัติของอาเซียน (ASEAN Day for Disaster Management - ADDM) โดยได้มีการกำหนดให้ทุกวันพุธที่สองของเดือนตุลาคมของทุกปี เป็นวันจัดการภัยพิบัติของอาเซียน และมติที่ประชุมระดับรัฐมนตรีอาเซียน เมื่อวันที่ 7 ธันวาคม พ.ศ.2548 ณ กรุงพนมเปญ ประเทศกัมพูชา ได้กำหนดให้ประเทศสมาชิกอาเซียนทุกประเทศเข้าร่วมกิจกรรมวันจัดการภัยพิบัติของอาเซียน ทั้งในระดับประเทศและระดับภูมิภาค โดยมีวัตถุประสงค์หลักเพื่อหาแนวทาง การดำเนินการในการลดภัยพิบัติ และเตรียมการสำหรับการจัดกิจกรรมวันจัดการภัยพิบัติ รวมถึงการวางแผนงานสำหรับปีต่อไป

           นอกจากนี้ คณะกรรมการจัดการภัยพิบัติอาเซียน ยังได้ประสานความร่วมมือกับประเทศคู่เจรจา ได้แก่ จีน, ญี่ปุ่น, เกาหลีใต้, ออสเตรเลีย, นิวซีแลนด์, อินเดีย, สหรัฐอเมริกา, รัสเซีย และองค์การระหว่างประเทศต่าง ๆ  ที่เป็นพันธมิตรร่วมงานกับอาเซียนในรูปแบบต่าง ๆ อีกด้วย
