ดังนั้น บริการโทรเลขจึงมีความสำคัญลดลงและส่งผลให้ยอดผู้ใช้บริการลดลงจนเกือบหมด

นับวันผู้ใช้โทรเลขน้อยลง ขณะที่ กสท ต้องแบกภาระต้นทุน ส่งผลให้ USO ขาดทุนมหาศาลปีละประมาณหลายร้อยล้านบาท
ปัจจุบันนี้ มียอดผู้ใช้บริการโทรเลขเดือนละประมาณ 100 ฉบับ คิดเป็นรายได้ 5,000 บาทต่อเดือน แต่ กสท มีต้นทุนต้องจ้างบริษัท ไปรษณีย์ไทย จำกัด หรือ ปณท ดูแลการให้บริการถึงเดือนละ 25 ล้านบาท
จากเดิมที่ได้รับความนิยมสูงสุดในเดือนมี.ค. 2538 คือ มีผู้ใช้บริการโทรเลขขาเข้าสูงถึง 487,984 ฉบับ และขาออกอีกกว่า 500,000 ฉบับ ที่เมื่อเทียบสัดส่วนรายได้และรายจ่ายในลักษณะขององค์กรที่ต้องแข่งขันกันในเชิงธุรกิจแล้วถือว่าไม่คุ้มค่าหากยังต้องให้บริการต่อไป
