เป็นจังหวัดที่มีประวัติศาสตร์ความเป็นมาอันยาวนานจังหวัดหนึ่ง แต่จังหวัดสุรินทร์ไม่ปรากฏหลักฐานที่แน่นอนว่ามีประวัติศาสตร์ความเป็นมาอย่างไร อาศัยเพียงขอสันนิษฐาน
ของนักประวัติศาสตร์นักโบราณคดีตลอดจนคําบอกเล่าของผู้สูงอายุที่เล่าต่อๆ กันมา โดยเชื่อกันว่าเมืองสุรินทร์ถูกสร้างขึ้นเมื่อประมาณ 2,000 ปีล่วงมาแล้ว ในสมัยที่พวกขอมมีอํานาจอยู่ในบริเวณนี้ เมื่อขอมเสื่อมอํานาจลงเมืองสุรินทร์ได้ถูกทิ้งร้างจนกลายเป็นป่าดงอยู่นาน จนกระทั่งปีพ.ศ.2306จึงปรากฏหลักฐานว่าหลวงสุรินทร์ภักดี (เชียงปุม) ซึ่งเดิมเป็นหัวหน้าหมู่บ้านเมืองที ได้ขอให้เจ้าเมืองพิมาย กราบบังคมทูลขอพระกรุณาโปรดเกล้าฯ จากพระเจ้าอยู่หัวพระที่นั่งสุริยามรินทร์ ย้ายหมู่บ้านจากบ้านเมืองที มาตั้งอยู่บริเวณบ้านคูประทาย บริเวณซึ่งเป็นที่ตั้งเมืองสุรินทร์ในปัจจุบันนี้ เนื่องจากเห็นว่าเป็นบริเวณที่มีชัยภูมิเหมาะสม มีกําแพงค่ายคูล้อมรอบ 2 ชั้นมีน้ำอุดมสมบูรณ์เหมาะแก่การประกอบอาชีพและอยู่อาศัย ต่อมาหลวงสิรินทรภักดีได้กระทําความดีความชอบเป็นที่โปรดปราน จึงได้ทรงพระกรุณาโปรดเกล้าฯ ให้ยกบ้านคูประทายเป็น เมืองประทายสมันต์ และเลื่อนบรรดาศักดิ์หลวงสุรินทรภักดี เป็นพระสุรินทรภักดีศรีณรงค์จางวาง ให้เป็นเจ้าเมืองปกครอง
ในปี พ.ศ.2329 พระบาทสมเด็จพระพุทธยอดฟ้าจุฬาโลกมหาราช ได้ทรงพระกรุณาโปรดเกล้าฯ ให้เปลี่ยนชื่อ เมืองประทายสมันต์ เป็นเมืองสุรินทร์ตามสร้อยบรรดาศักดิ์ของเจ้าเมือง
