โดยที่เป็นการสมควรปรับปรุงแก้ไขมาตรฐานคุณภาพอากาศในบรรยากาศโดยทั่วไปที่ได้กำหนดไว้แล้วให้เหมาะสมตามความก้าวหน้าในทางวิทยาศาสตร์ เทคโนโลยี และความเปลี่ยนแปลงทางเศรษฐกิจ และสังคมของประเทศ อาศัยอำนาจตามความในมาตรา ๓๔ แห่งพระราชบัญญัติส่งเสริมและรักษาคุณภาพสิ่งแวดล้อมแห่งชาติ พ.ศ. ๒๕๓๕ ประกอบกับคำสั่งสำนักนายกรัฐมนตรี ที่ ๗๑/๒๕๕๐ ลงวันที่ ๑๒ มีนาคม ๒๕๕๐ และมติคณะกรรมการสิ่งแวดล้อมแห่งชาติในคราวการประชุมครั้งที่ ๒/๒๕๕๐ เมื่อวันที่ ๑๘ มกราคม พ.ศ. ๒๕๕๐ จึงปรับปรุงแก้ไขมาตรฐานคุณภาพอากาศในบรรยากาศโดยทั่วไป ไว้ดังต่อไปนี้

ข้อ ๑ ให้ยกเลิกความใน (๓) ของข้อ ๒ ของประกาศคณะกรรมการสิ่งแวดล้อมแห่งชาติ ฉบับที่ ๑๐ (พ.ศ. ๒๕๓๘) ออกตามความในพระราชบัญญัติส่งเสริมและรักษาคุณภาพสิ่งแวดล้อมแห่งชาติ พ.ศ. ๒๕๓๕ เรื่อง กำหนดมาตรฐานคุณภาพอากาศในบรรยากาศโดยทั่วไป ลงวันที่ ๑๗ เมษายน ๒๕๓๘ และให้ใช้ความต่อไปนี้แทน
“(๓) ค่าเฉลี่ยของก๊าซโอโซนในเวลา ๑ ชั่วโมง จะต้องไม่เกิน ๐.๑๐ ส่วนในล้านส่วน หรือไม่เกิน ๐.๒๐ มิลลิกรัมต่อลูกบาศก์เมตร และในเวลา ๘ ชั่วโมง จะต้องไม่เกิน ๐.๐๗ ส่วนในล้านส่วน หรือไม่เกิน ๐.๑๔ มิลลิกรัมต่อลูกบาศก์เมตร”

ข้อ ๒ ให้ยกเลิกความในข้อ ๖ ของประกาศคณะกรรมการสิ่งแวดล้อมแห่งชาติ ฉบับที่ ๑๐ (พ.ศ. ๒๕๓๘) ออกตามความในพระราชบัญญัติส่งเสริมและรักษาคุณภาพสิ่งแวดล้อมแห่งชาติ พ.ศ. ๒๕๓๕ เรื่อง กำหนดมาตรฐานคุณภาพอากาศในบรรยากาศโดยทั่วไป ลงวันที่ ๑๗ เมษายน ๒๕๓๘ และให้ใช้ความต่อไปนี้แทน
“ข้อ ๖ การวัดหาค่าเฉลี่ยของก๊าซไนโตรเจนไดออกไซด์หรือก๊าซโอโซน ให้ดำเนินการดังนี้
(๑) การวัดหาค่าเฉลี่ยของก๊าซไนโตรเจนไดออกไซด์ในเวลา ๑ ชั่วโมง ให้ใช้เครื่องวัดระบบเคมีลูมิเนสเซน หรือระบบอื่นที่กรมควบคุมมลพิษให้ความเห็นชอบ และ
(๒) การวัดหาค่าเฉลี่ยของก๊าซโอโซนในเวลา ๑ ชั่วโมง หรือในเวลา ๘ ชั่วโมง ให้ใช้เครื่องวัดระบบเคมีลูมิเนสเซน หรือระบบอื่นที่กรมควบคุมมลพิษให้ความเห็นชอบ”
